Wage bond or exemption affidavit (1-2 weeks): If you need a wage bond, the surety underwriting process adds time depending on your credit history and the bond amount. Sole proprietors claiming the zero-employee exemption just need to complete and notarize the Wage Bond Status Affidavit, which takes a day.

Exam scheduling and testing (1-3 weeks): Prov Inc. offers flexible scheduling for both physical testing centers and the Examroom online proctoring platform. Depending on availability, you might test within a week of registering, or you might wait two to three weeks for your preferred date and location. You'll take the Business and Law exam and your trade-specific exam — most applicants take both on the same day or within a few days of each other.

Application submission and processing (2-4 weeks): Once you mail your completed application packet to the Contractor Licensing Board in Charleston, processing time varies. A clean, complete application with all supporting documents typically processes within two to four weeks. This is where delays most commonly occur.

What Causes Delays

The number one delay is application returns due to documentation errors. The Board reviews every document in the packet for completeness and consistency. Common reasons for returns:

Name mismatches: The business name on your Secretary of State registration, State Tax Department certificate, insurance COI, wage bond, and license application must match exactly. "ABC Builders LLC" and "ABC Builders, LLC" are treated as different entities. One punctuation discrepancy gets the application returned.

Incomplete wage bond documentation: Submitting a wage bond on the wrong entity-specific form (sole proprietorship forms differ from LLC/corporate forms), or submitting an exemption affidavit without the required notarization, triggers a return.

Expired insurance certificates: If your COI has a coverage end date that's already passed by the time the Board reviews your application, it gets returned. Time your insurance procurement so the effective dates extend well beyond your expected processing window.

Missing exam scores: Your Prov score report must be included in the physical application packet. If it's missing or if the Board can't verify your scores with Prov, the application stalls.

Each return adds two to four weeks to the timeline — the time for the Board to mail back the packet, the time for you to correct the error, and the time for reprocessing.

Can You Apply Online?

As of 2026, the West Virginia Contractor Licensing Board's application process is primarily paper-based. The application form must be completed, signed, notarized, and mailed with physical supporting documents to the Board's Charleston office.

Before mailing your application, verify that your business name is identical across every document in the packet. Compare letter by letter between your SOS registration, Tax Department certificate, insurance COI, wage bond documentation, and the application form.

Make sure your Prov score reports are included and show passing scores (70% or higher) on both the Business and Law exam and your trade-specific exam.

Confirm that your insurance COI has an effective date that extends at least 90 days beyond your submission date.

If you're claiming a wage bond exemption, verify that the affidavit is properly notarized and uses the correct entity-specific form for your business structure.
