CSLB Law and Business Exam

Two Exams, One License

Every C-36 plumbing contractor applicant in California must pass two separate exams: the Law & Business Exam and the C-36 Trade Exam. Both are multiple-choice, both are administered by PSI Services at testing centers throughout California, and both must be passed within 18 months of your application approval.

The Law & Business Exam

This exam is the same for every contractor classification in California — whether you are applying for a C-36 plumbing license, a C-10 electrical license, or a Class B general building license.

It covers four main areas:

• Contractors State License Law: The Business and Professions Code sections governing contractor licensing, advertising rules, contract requirements, lien laws, and penalties for unlicensed work.
• Business management: Financial statements, bookkeeping, estimating job costs, calculating overhead and profit margins.
• Safety and OSHA regulations: Cal/OSHA requirements for construction sites, hazard communication, fall protection, and trenching safety standards.
• Contract law and mechanics liens: Preliminary notices, lien rights, stop-payment notices, and the legal requirements for written contracts over $500.

The exam is closed-book. You get a set number of questions and a time limit. The CSLB does not publish the exact passing score or question count, but the exam is designed to test whether you understand the legal and financial framework of operating a licensed contracting business in California — not whether you know how to do plumbing.

The C-36 Trade Exam

This is the classification-specific exam. It tests your technical knowledge of the plumbing trade under California codes and standards.

Topics include:

• California Plumbing Code (CPC) requirements for pipe sizing, fixture units, venting, and drainage
• Water supply system design and pressure calculations
• Fuel gas piping installation, flue sizing, and appliance connections
• DWV system layout, grade requirements, and cleanout placement
• Backflow prevention device selection and installation
• Project estimation, material takeoffs, and labor calculations

If you have four or more years of journey-level experience, the technical content should be familiar. The challenge is knowing the code sections by number and the specific California requirements that differ from national standards.

Scheduling and Logistics

After your application is approved, you receive scheduling instructions from PSI Services. You book each exam separately at any PSI testing center in California — there are locations in Sacramento, San Francisco, Los Angeles, San Diego, Fresno, and other cities throughout the state.

Bring two forms of valid identification, including one government-issued photo ID. No reference materials, phones, or calculators are allowed in the testing room (PSI provides a basic calculator if the exam permits one).

Retakes and the 18-Month Window

If you fail either exam, you can retake it. Each retake costs $60. The CSLB imposes a mandatory three-week waiting period before you can retake it.

The critical constraint is the 18-month window. Both exams must be passed within 18 months of your application approval date. If the window expires before you pass both, your application is voided and you must reapply — including paying the $450 application fee again.

Study Strategy

The Law & Business exam trips up experienced plumbers more often than the trade exam. You know plumbing, but you may not know lien law deadlines, preliminary notice requirements, or how to read a profit-and-loss statement. Budget real study time for the business side.

For the C-36 trade exam, focus on the California Plumbing Code specifically. National plumbing codes differ in several areas, and the exam tests California standards. A current edition of the CPC is worth the investment.
