Mississippi Law and Business Management Exam

Every HVAC contractor applying for a Mississippi State Board of Contractors (MSBOC) license — residential or commercial — must pass the Mississippi Law and Business Management Exam before the board issues a credential. It's one of two required exam portions, and the logistics around scheduling, timing, and what you're allowed to bring into the testing room catch people off guard.

Exam Format and Passing Score

The Law and Business Management Exam is a computer-based test administered by PSI Exams at authorized testing centers. It consists of 50 multiple-choice questions with a 120-minute (2-hour) time limit. You need a minimum score of 70% — 35 correct answers — to pass.

The exam covers business administration, legal compliance, contract management, and Mississippi-specific contractor regulations. It's not a technical HVAC test — that comes separately.

The Trade Exam: Your Second Requirement

After (or alongside) the business exam, you also need to pass a technical trade exam specific to your classification:

• Commercial HVAC Specialty: 80 multiple-choice questions, 4-hour time limit, 70% passing score. Approved references include Modern Refrigeration and Air Conditioning, the International Mechanical Code (IMC), the International Fuel Gas Code (IFGC), and SMACNA HVAC Duct Construction Standards.
• Commercial Mechanical (Major): 100 multiple-choice questions, 4-hour time limit, 70% passing score. Additional approved references include the International Plumbing Code (IPC), NFPA 58, ACCA Manuals N and D, and the Pipefitter's Handbook.

Both exams are open-book, which brings us to the reference rules.

What You Can and Cannot Bring

PSI proctors inspect every physical reference book you bring into the exam room. Here's what's permitted:

• The NASCLA Contractors Guide to Business, Law and Project Management — Mississippi Edition (the primary approved reference for the business exam)
• Pre-printed, permanent adhesive-style index tabs
• Hand-highlighting with markers or highlighters

Here's what gets confiscated — and gets you disqualified:

• Handwritten margin notes or pencil marks
• Loose-leaf papers, sticky notes, or printouts tucked inside books
• Non-approved index tabs (anything that isn't a permanent adhesive tab)

If a proctor finds prohibited material in your reference books, the exam attempt is over.

Scheduling and the Six-Month Window

You cannot schedule an exam on your own. The process works like this:

1. You submit a complete license application to the MSBOC.
2. The board reviews it (reviews happen weekly on Fridays).
3. Once approved, the MSBOC transmits your eligibility record to PSI.
4. You then schedule through the PSI portal or by calling PSI customer support.

From the date the board transmits your eligibility, you have six months to pass both the Law and Business exam and your technical trade exam. If you don't pass both within that window, your application is destroyed and you must reapply from scratch with the MSBOC — including resubmitting the CPA financial statement and paying the application fee again.

Exam Fees

Each exam portion costs $120, or $240 for both. Fees are non-refundable and non-transferable. If you fail a portion, you can retake it as many times as you want within the six-month eligibility window — but each attempt costs another $120.

Test-Day ID Requirements

You must present a valid, unexpired government-issued photo ID that matches the exact name on your MSBOC application. A driver's license or passport works. Military IDs are not accepted under PSI guidelines.

What This Means for Your Timeline

The exam scheduling process creates a natural bottleneck. Between submitting your application, waiting for Friday board review, receiving PSI eligibility, and booking a test date, most applicants are looking at several weeks before they sit for the first exam. Factor in the possibility of a retake, and the entire exam phase can consume two to three months of your six-month window.
