The Two Exams You Need to Pass

The Ohio OCILB Commercial Plumbing Contractor exam is actually two separate exams administered in a single testing session by PSI Services:

The Trade Exam — 100 multiple-choice questions, 4-hour time limit. This covers the Ohio Plumbing Code, pipe sizing, drainage and venting calculations, fixture counts, materials, installation methods, and code compliance. You need a score of 70% or higher to pass.

The Business and Law Exam — 50 multiple-choice questions, 2-hour time limit. This covers Ohio construction law (ORC Chapter 4740), contract law, lien rights, business formation, workers' compensation, insurance requirements, and OCILB regulations. You also need 70% on this section.

You can schedule both exams in a single session for $100 through PSI, or take them separately for $69 each. Most applicants take both together to save time and money.

Open-Book Rules

Both exams are open-book. You can bring approved reference materials into the testing room, including:

• The Ohio Plumbing Code and related code books
• Approved study guides and reference manuals
• Personal highlights and permanent tabs in your reference materials

What you cannot bring: personal handwritten notes written directly on reference pages. Sticky notes, margin annotations in your own handwriting, and handwritten cheat sheets are prohibited. The distinction matters — pre-printed highlights and tabs are fine, but anything handwritten is not.

PSI testing centers provide scratch paper during the exam. All scratch materials must be returned after the test.

What to Study for the Trade Exam

The 100-question trade exam draws heavily from the Ohio Plumbing Code (based on the International Plumbing Code with Ohio-specific amendments). The most commonly tested areas include:

• Drain, waste, and vent (DWV) pipe sizing and calculations
• Fixture unit values and maximum fixture loads per drain size
• Vent pipe sizing and distance requirements
• Water distribution system design
• Backflow prevention and cross-connection control
• Gas piping (where plumbing licensees are authorized)
• Permitted materials for various applications
• Code requirements for specific installations (water heaters, medical gas, etc.)

The exam tests practical code lookup skills as much as memorization. Since it's open-book, knowing where to find specific code sections quickly is as important as knowing the answers from memory. Tab your code book thoroughly — color-coded tabs for each major code chapter save significant time during the exam.

What to Study for the Business and Law Exam

The 50-question B&L exam covers Ohio-specific construction business law. Key topics include:

• ORC Chapter 4740 (the Construction Industry Licensing Law) — scope of the commercial license, contractor obligations, penalties for unlicensed work
• Contract types and requirements for construction contracts
• Mechanic's lien law in Ohio — filing deadlines, notice requirements, lien priority
• Ohio Workers' Compensation (BWC) — mandatory coverage, the monopolistic state-fund system
• Insurance requirements — the $500,000 GL minimum, certificate holder requirements

Many applicants find the B&L exam harder than expected because it tests legal concepts rather than trade knowledge. The construction law material isn't intuitive for most plumbers, and there are specific Ohio statutes with exact numbers (lien filing deadlines, notice periods) that you need to know.

Retake Rules

If you fail either exam, there's a mandatory 60-day waiting period before you can retake it. Each retake costs $69 for the individual exam. You're limited to 5 attempts per year.

If you pass one exam but fail the other, you only need to retake the failed portion. Your passing score on the other exam is retained.

The 60-day wait is enforced by PSI's scheduling system — you literally cannot book a retake slot until the cooling period has passed. Factor this into your timeline if you're planning around the OCILB's bimonthly board meetings and your background check's one-year validity window.

Scheduling and Testing Locations

PSI operates testing centers throughout Ohio and in some neighboring states. You schedule through PSI's online portal or by phone. Popular testing locations fill up, especially during busy licensing cycles, so book early.

Scoring is immediate — you'll know whether you passed before you leave the testing center. PSI provides a score report on the spot, and results are transmitted electronically to the OCILB.
