Wisconsin Master Plumber Requirements

The jump from journeyman to master is where most Wisconsin plumbers hit the highest stakes. The exam is longer, the documentation requirements are stricter, and the consequences of a rejected application are more expensive. Here's what the state actually requires.

Experience Requirements

Under Wisconsin Administrative Code SPS 305.91, master plumber candidates must document:

• At least 1,000 hours of plumbing-related work experience per year
• For at least three consecutive years as a licensed Wisconsin journeyman

This means a minimum of 3,000 total post-journeyman hours spread across three full years. Hours accumulated under an unregistered status or before the physical date of your journeyman license issuance are rejected.

DSPS reviews this documentation carefully. You'll need to submit employer verification records, payroll documents, and signed supervisor attestations. If you've worked for multiple contractors — which is common over a three-year span — you'll need sign-offs from each employer. Former employers who've closed, merged, or are simply uncooperative create a real problem. W-2 forms and pay stubs can support the payroll record, but do not assume they replace employer verification; contact DSPS if a required sign-off is unavailable.

The Engineering Alternative

Wisconsin offers one shortcut. Under SPS 305.91(3)(b), you can sit for the master exam without any journeyman experience if you hold a Bachelor's or Master's degree in:

• Civil engineering
• Mechanical engineering
• Another engineering curriculum approved by the Plumbers Council as plumbing-related

This pathway bypasses the journeyman tier entirely. Graduates apply directly to DSPS with their degree verification, pay the application and exam fees, and schedule their test.

The Master Plumber Exam

The Wisconsin master plumber exam is administered by Pearson VUE at testing centers in Eau Claire, Madison, Brookfield, and Kenosha.

Format:

• Part 1: 110 questions, 4-hour time limit
• Part 2: 132 questions, 4-hour time limit
• Open-book (nine specific reference publications allowed, bound in a three-ring binder)
• Passing score: 70% on each part independently

The full exam is an eight-hour commitment across both parts. Permitted reference materials include Wisconsin Statutes Chapter 145, SPS 305, SPS 381–387, NFPA 13D, and the POWTS Component Manuals. Loose papers, sticky notes, and paperclips are prohibited.

Fees:

• DSPS application fee: $20
• DSPS exam fee: $30 (or approximately $190 total through Pearson VUE)
• License fee upon passing: $500

Timeline: Journeyman to Master

The fastest possible path from journeyman to master takes roughly three years and three months:

• Three years of post-journeyman experience (mandatory minimum)
• Application processing time with DSPS (typically several weeks)
• Exam scheduling through Pearson VUE
• Score reporting (up to 21 calendar days)

In practice, most plumbers take closer to four years because of scheduling, documentation gathering, and the reality of maintaining consistent 1,000-hour annual thresholds. The three-month correction window applies to an incomplete Plumbing Contractor Registration application: if DSPS flags that package and you do not correct it within three months, the application is discarded and fees are forfeited.

What the Master License Authorizes

A Wisconsin master plumber can:

• Plan, design, and install plumbing systems
• Pull building permits
• Supervise journeymen and apprentices
• Draft and submit plumbing plans to municipal building departments

The master license does not authorize you to contract for plumbing work as a business. That requires a separate Plumbing Contractor Registration through DSPS, linked to a business entity registered with the Department of Financial Institutions. Many newly licensed masters are surprised by this — the contractor registration is a separate credential with its own insurance, bonding, and annual renewal requirements.

Renewal

The master plumber license renews every four years on March 31. Requirements:

• 24 hours of DSPS-approved continuing education
• $500 renewal fee (standard)
• $520 if submitted late
• $545 if continuing education is also late

A license expired for five or more years cannot be renewed through the standard process — you'd need to contact DSPS to initiate re-examination.
