Suffolk County Plumber License: County Licensing, Local Permits, and Application Process
Suffolk County Licenses Plumbers at the County Level
Unlike its neighbor Nassau County — where licensing is handled entirely by individual towns — Suffolk County operates a county plumbing licensing program through the Department of Labor, Licensing & Consumer Affairs, used wherever a town or village does not license plumbers itself. This makes Suffolk the more straightforward of the two Long Island counties for plumbers trying to get credentialed.
The County issues a Master Plumber License only in jurisdictions where County licensing applies; towns or villages with their own plumbing-licensing laws require the applicable local license, and building permits come from the authority having jurisdiction.
Master Plumber License Requirements
To qualify for a Suffolk County Master Plumber License, candidates must meet several requirements:
Experience: At least seven of the last ten years of verified employment in the plumbing field.
Written examination: The county administers a written exam covering plumbing codes and regulations. The exam fee is included in the application fee structure.
Background check and fingerprinting: Suffolk County requires a criminal and financial background check, including fingerprinting through IdentoGO. This is a step that many applicants don't anticipate — budget extra time for the scheduling and processing.
Insurance: General liability coverage of at least $500,000 per occurrence is required. Workers' compensation and disability insurance are required for employees, subject to New York State exemptions. Entities with no employees may use Form CE-200 to attest to exemption from coverage for a specific government license or permit.

Why You Still Need Local Building Permits
This is where Suffolk County's system can trip up even licensed plumbers. Your Suffolk County master plumber license authorizes you to practice in jurisdictions where county licensing applies, but it does not authorize work on a specific property. For that, you need a plumbing permit from the municipality responsible for the property's location.
Suffolk County's ten towns — including Babylon, Brookhaven, Huntington, Islip, and Smithtown — and its incorporated villages administer building-code requirements within their jurisdictions. Under § 105.1 of the 2025 Plumbing Code of New York State, a permit must be issued by the authority having jurisdiction before work that must conform to the Uniform Code begins. Permit fees range from $75 to $300 depending on the scope of the project and the municipality's fee schedule.
When filing for a plumbing permit, follow the licensing and insurance requirements of the town or village with jurisdiction. If that municipality has enacted its own plumbing-licensing law, you need its applicable local credential; permit and insurance requirements vary by municipality.
The County-as-Backstop Model
Under Chapter 740 of the Suffolk County Code, any plumber connecting to the county sewer system must provide a valid local municipal license. But here's where the backstop kicks in: if the local town or village where the work is located does not issue its own plumbing licenses, the contractor must provide a valid Master Plumber license issued by Suffolk County itself.
This means the county license serves as both a standalone credential and a fallback for municipalities that don't run their own boards. It's one of the reasons Suffolk is significantly simpler to navigate than Nassau for plumbers trying to cover Long Island.
Differences from NYC and Nassau
If you're licensed in NYC or Nassau, your credentials do not transfer to Suffolk County. An NYC Master Plumber license has no legal standing in Suffolk. A Nassau town license — even one backed by Tri-Town Reciprocity — won't let you pull permits in any Suffolk municipality.
You'd need to apply to Suffolk County independently, meet their experience and exam requirements, and maintain separate insurance certificates naming the Suffolk County Department of Labor, Licensing & Consumer Affairs as the certificate holder.
