State-Level Costs — The Foundation

Before you reach any municipal licensing fees, you need the state-level registrations and costs that commonly apply to a new SD contractor:

The CET license — which is the closest thing South Dakota has to a statewide contractor registration — costs nothing to obtain. The Secretary of State charges $55 per year for the mandatory annual report to keep your LLC in good standing. Miss this, and your entity falls into administrative dissolution, which can cascade into problems with municipal licenses and insurance policies tied to the entity.

Municipal License Fees — City by City

This is where costs diverge. Each city sets its own fee structure:

Sioux Falls prorates its fee based on where you are in the current triennial cycle (ending March 1, 2028). Apply in year one and you pay $300; year two is $200; year three is $100. After the initial term, renewals are the full $300 every three years.

Rapid City's initial application is $200 but renewals drop to $100 per triennial period — the cheapest renewal among the exam-required cities.

Insurance — The Largest Ongoing Expense

License fees are a fraction of your actual compliance costs. Insurance is where the real money goes:

General liability insurance typically runs $1,200–$3,000 per year for a small residential contractor, depending on your coverage limits, claim history, and the specific trades you perform. If you work in Rapid City (which requires $1,000,000 aggregate), your premiums will be higher than someone who only needs $300,000 for Sioux Falls.

Workers' compensation is the wildcard. South Dakota doesn't mandate it at the state level, but many municipalities require it for licensing. If you have employees, expect to pay $2,000–$8,000+ per year depending on your payroll size, trade classification, and experience modification rate. New contractors face the new-construction SUI rate of 6.55% from the Department of Labor and Regulation.

Sole proprietors with no employees can file a Statement of Non-Participation to avoid this cost entirely. That single document saves thousands per year — but it only works if you genuinely have zero employees.

Bond Costs

Only two bond requirements are common in South Dakota:

Sioux Falls compliance bond — $20,000 bond required for residential building contractors. Actual premium cost depends on your credit score and financials, but typically runs $200–$600 per year through a surety company.

State electrical contractor bond — $10,000 surety bond required for independent electrical contractors licensed through the SDEC. Premium is typically $100–$300 per year.

Rapid City, Aberdeen, Brookings, and Watertown do not require compliance bonds for general contractors. If you're avoiding Sioux Falls, bonding costs may not apply to you at all.

Renewal Timelines and Continuing Education

South Dakota does not impose statewide continuing education requirements for general contractors. There's no state-mandated CE coursework, no renewal exam, and no hour-based education tracking.

However, the state-licensed trades (electrical and plumbing) may have CE requirements set by their respective commissions. Check with the SDEC or SDPC for current continuing education mandates if you hold those trade licenses.

For general contractor licenses, renewals are purely administrative:

• Triennial cities (Sioux Falls, Rapid City, Aberdeen): submit your renewal fee, updated insurance certificates, and current workers' comp documentation before the expiration date.
• Annual cities (Brookings, Watertown): same documents, but every year. Brookings penalizes late renewals with doubled fees if you have active projects.

The LLC annual report costs $55 online or $70 on paper. Check the Secretary of State's current filing deadline and dissolution rules when you set your reminder.
