But the license fee is just one line item. The total out-of-pocket cost to get fully operational as a licensed contractor in North Dakota involves several other mandatory expenses that most cost guides either skip or bury in footnotes.

Business Registration: $25 to $135

Before you can apply for a contractor license, your business entity must be registered with the Secretary of State. Filing Articles of Organization for a domestic LLC costs $135 through the FirstStop Portal. Registering a Trade Name for a sole proprietorship costs $25.

If you're an out-of-state entity, add a Foreign Qualification filing at approximately $145, plus the cost of appointing a North Dakota registered agent (typically $50 to $300 per year through a commercial service, or free if you have a contact physically located in the state).

Liability Insurance: $500 to $2,000+ per Year

You cannot get a contractor license without a Certificate of Liability Insurance. The certificate must name the North Dakota Secretary of State as the certificate holder, and the insured entity name must match your registered business exactly.

Annual premiums for a commercial general liability policy typically run $500 to $2,000 or more depending on your trade, project volume, and coverage limits. Standard commercial general liability minimums are typically $500,000 per occurrence for state registration, but municipal right-of-way permits in some cities require up to $2,000,000.

This is an ongoing cost — you'll need to provide an updated certificate at every annual renewal.

Workforce Safety & Insurance (WSI): Variable

North Dakota's monopolistic state workers' compensation fund means you can't shop for a private workers' comp policy. If you have employees, WSI premiums are based on your estimated payroll and your industry's risk classification. Construction trades generally carry higher rates.

If you're a sole proprietor or single-member LLC with no employees, you can file a Verification of Non-Employment form with WSI at no cost and receive a Letter of Good Standing. But the moment you hire your first W-2 employee, you must enroll and start paying premiums immediately. WSI fines for non-compliance reach $10,000 plus $100 per day.

Municipal Bonds and Local Fees

This is where costs diverge sharply based on where you plan to work. Major North Dakota cities require their own bonds and registrations on top of the state license:

• Grand Forks: $5,000 license and permit bond + $65 annual registration fee
• Bismarck: $5,000 contractor license bond
• Fargo: No general bond, but specialty trades face significant requirements — $100,000 bond for excavators, $25,000 bond for sidewalk builders
• Minot: $5,000 demolition surety bond + trade-specific licensing fees ($130/year for trade masters)

Bond costs are separate from the bond amount. You don't pay the full $5,000 — you pay a surety company a premium, typically 1% to 3% of the bond amount. So a $5,000 municipal bond costs roughly $50 to $150 per year through a surety provider.

• Federal Employer Identification Number (FEIN): Free from the IRS
• Sales and Use Tax Permit: Free through the ND TAP portal
• Tax Clearance (SFN 59937): Free from the Tax Commissioner, but required before bidding on public contracts
• Unemployment insurance registration: Free to register with Job Service North Dakota, but premiums begin once you have employees
