What Happens When Your South Carolina Plumber License Lapses

Once a license has expired, it no longer authorizes you to contract, pull permits, or perform plumbing work for compensation. Work above the statutory thresholds ($500 residential, $10,000 commercial) during the lapse is treated as unlicensed contracting — a misdemeanor carrying fines up to $5,000 per violation and the loss of mechanic's lien rights.

The reinstatement path depends on which board issued your license and how long it's been expired.

Residential Builders Commission (RBC) Reinstatement

The RBC manages residential specialty plumbing (RBP) licenses, which expire on June 30 of odd-numbered years. If you missed the renewal window, the reinstatement process depends on timing.

After a missed deadline: Do not assume a universal late-renewal window or fee. Check the RBC's current renewal and reinstatement instructions for your license status before resuming work.

If the license is lapsed: Current guidance identifies a reinstatement path without mandatory re-examination when the applicable reinstatement conditions are met. The forms, fees, and supporting documents depend on the license status, so confirm them with the RBC rather than assuming a fresh application is required.

Prior licensure does not remove the need to satisfy the RBC's current reinstatement requirements.

Contractor's Licensing Board (CLB) Reinstatement

Commercial mechanical contractor licenses (PB classification) expire on October 31 of odd-numbered years. The CLB follows a similar but distinct reinstatement structure.

After a missed deadline: Do not assume a grace period or fixed late fee. The CLB renewal requires current financial evidence showing that the business still meets the net-worth or surety-bond requirement for its license group; confirm the applicable reinstatement instructions with the CLB.

If the license is lapsed: Current guidance identifies a reinstatement route without mandatory re-examination when the applicable reinstatement conditions are met. If your qualifying party or business entity has changed, address that change with the CLB as part of the reinstatement process.

The critical issue with a CLB lapse is the qualifying party (QP) designation. If your QP left the company, contact the CLB about the applicable revision or transfer paperwork, including Doc 181; Doc 168 is the initial PQP/QP application.

CAGC Trade Certification Renewal

Individual Journeyman and Master Plumber trade cards issued through the CAGC SC Trades Certification Program also require periodic renewal. Because these cards transitioned from the former MASC system in January 2026, some holders are operating with cards that show the old MASC branding.

If your trade certification has lapsed, contact the CAGC Foundation directly through its SC Trades Certification portal and confirm the current renewal or reinstatement procedure, including whether any fee or exam requirement applies.

Your trade card and your contractor license are separate credentials. If the trade card is the credential supporting your role as the company's qualifying party, confirm with the CLB what current credential it will accept before relying on it.

Steps to Reinstate Efficiently

The reinstatement process goes faster when you prepare everything before contacting the board:

1. Determine your license status — check the LLR Licensee Lookup portal at llr.sc.gov to see whether your license shows as "active," "lapsed," or "suspended." Each status has different reinstatement requirements.

2. Gather current documentation — for the RBC track, the application sequence includes a background check and a credit report dated within 30 days. For the CLB track, prepare current financial evidence and surety-bond materials as applicable. Ask the issuing board which items your status requires.

3. Verify your business entity — confirm your LLC or corporation's status with the South Carolina Secretary of State. If the entity has dissolved, ask the CLB or the Secretary of State which filing path applies before submitting reinstatement materials.

4. Contact the board directly — both the RBC and CLB have staff who can tell you exactly which forms and fees apply to your specific situation. Getting that answer before you submit prevents the back-and-forth that adds weeks to the process.
