Why South Carolina Runs Background and Credit Checks on Plumber Applicants
The Residential Builders Commission requires a criminal background check and credit materials as part of the residential application process. The Contractor's Licensing Board also requires a credit report for its filings; the commercial track has separate exam, experience, entity, and financial requirements. These screenings are reviewed alongside the full application rather than treated as automatic disqualifiers.
The critical detail most applicants miss: your credit report must be dated within 30 days of your application submission date. Pull it too early and the board may delay or return the application, costing you time while you refresh the documentation.
The SLED Background Check
South Carolina residents obtain their criminal background check through the State Law Enforcement Division (SLED) CATCH portal at sled.sc.gov. Check SLED's current instructions for the fee and turnaround before ordering.
Out-of-state applicants must obtain an equivalent criminal records check from their home state's primary law enforcement agency. Use the government check specified by the relevant board rather than assuming a private background-check service will satisfy the requirement.
If your SLED check reveals any arrests or convictions, you'll need to complete Doc 142 (Explanatory Statement of "Yes" Answers). This form requires a written narrative explaining each incident, the outcome, and evidence of rehabilitation. The board reviews these on a case-by-case basis, and a past misdemeanor does not automatically bar you from licensure.
Credit Report Requirements
Both boards require a complete credit report as part of the applicable filing requirements. The RBC is particularly strict about this — it uses the report to evaluate an applicant's financial information before issuing a residential specialty license.
The 30-day freshness requirement is the part that catches people. If you're gathering your experience affidavits, SLED check, and other documents over several weeks, pull the credit report last. An expired credit report is one of the most common reasons applications get bounced.
For the commercial CLB track, the credit-report requirement is separate from the financial statement or surety bond you submit. Those financial materials address the business entity's financial position.

Processing Timelines by Track
Processing times vary significantly between the two boards and depend on how complete your application is at submission.
Residential Builders Commission (RBC): The RBC reviews the complete application, including experience affidavits, background check, credit report, and supporting documentation. If approved, you receive an Examination Eligibility Letter that lets you register with PSI for your trade and business law exams.
Incomplete or missing documents can delay or cause the RBC to return an application. The Commission does not issue the eligibility letter until it has reviewed the required materials, so getting every document right on the first submission matters.
Contractor's Licensing Board (CLB): The CLB operates on a different sequence. Because you take your PSI exams before applying, the application must include the required document-verification materials, including official pass sheets, experience affidavits, and financial information. Confirm current CLB review timing and submission instructions before filing.
CAGC Trade Certification: If you're applying for a Journeyman or Master Plumber trade card through the CAGC Foundation, CAGC reviews the application before issuing your Prov testing voucher. Confirm the current review timing directly with CAGC.
How to Avoid Processing Delays
The most common delays come from preventable documentation gaps:
- Expired credit report: Pull it within the 30-day window before submission
- Missing SLED check: Order it according to the board's current instructions and allow time for the result to be available
- Unsigned experience affidavits: Every affidavit must be notarized, not just signed. The boards reject non-notarized affidavits without exception
- Wrong payment method: The RBC requires a certified check or money order for paper applications. Personal checks and company checks trigger immediate rejection — not a processing delay, but a full return of your application
