Two Different Renewal Calendars

South Carolina plumbing contractors operate under two separate boards with two separate renewal schedules. Missing either deadline doesn't just cost you a late fee — it can suspend your ability to pull permits and legally contract for work until reinstatement is complete.

Residential specialty plumbing licenses (RBP) issued by the Residential Builders Commission expire on June 30 of odd-numbered years. The next renewal deadline is June 30, 2027.

Commercial mechanical contractor licenses (PB) issued by the Contractor's Licensing Board expire on October 31 of odd-numbered years. The next renewal deadline is October 31, 2027.

Both cycles are biennial — every two years. If you hold both license types (which is common for contractors who do residential and commercial work), you're managing two different deadlines four months apart.

What Renewal Requires

For the residential RBC license, renewal involves submitting the renewal application and fee before the June 30 deadline. Keep the $10,000 surety bond current for residential projects exceeding $5,000.

For the commercial CLB license, follow the renewal instructions for your financial group and PQP designation. The applicable financial group and qualifying-party information remain part of the license record.

Keep any required general liability insurance in force. If your workers' compensation policy has lapsed and you employ four or more workers, that's a separate statutory violation under S.C. Code Ann. § 42-1-150 — not just a renewal issue.

What Happens If You Lapse

Letting a license expire doesn't just mean paying a late fee and picking up where you left off. The consequences compound:

Immediate suspension of contracting authority: From the moment your license lapses, you cannot legally bid on, contract for, or execute plumbing work above the statutory thresholds. Continuing to work on an expired license carries the same penalties as operating without a license — stop-work orders, double permit fees, fines up to $5,000 per violation, and loss of legal standing in court.

Reinstatement requirements: The longer the lapse, the harder reinstatement becomes. A recently lapsed license (within the renewal cycle) typically requires payment of accumulated renewal fees plus a reinstatement penalty. An extended lapse still requires the board's reinstatement process, but re-examination is not mandatory; follow the board's instructions for accumulated renewal fees and any reinstatement penalty.

PQP disruption: If you serve as the Primary Qualifying Party for a business entity's commercial license, a change in your PQP status can put the business's contracting authority at risk. The CLB's Doc. 181 is the PQP/QP Revision & Transfer Form for transferring an active qualifying-party certification to a new business entity; confirm the applicable CLB process when the PQP relationship changes.

CAGC Trade Certification Renewal

Separate from contractor license renewal, your individual Journeyman or Master Plumber trade certification through the CAGC SC Trades Certification Program also needs to be maintained. This is a different renewal — administered by CAGC, not by the LLR boards. If you let your trade certification lapse while your contractor license is current, the contractor license remains valid, but you may face issues at your next contractor license renewal if the board discovers the trade credential underlying your PQP status is expired.

Practical Tips

Set calendar reminders at 90 days and 30 days before your renewal deadline. Don't rely on board-issued renewal notices arriving in time — mail delays and address changes can mean you never see the notice.

If you hold both residential and commercial licenses, use the June 30 RBP deadline as your trigger to also verify that your CLB renewal paperwork is prepared for the October 31 deadline four months later.

Keep a current copy of your general liability insurance certificate of insurance (COI) and your surety bond on file. Having these ready at renewal time prevents last-minute scrambles that can push you past the deadline.
