Minnesota Plumbing Contractor License

A Business License, Not a Personal One

The Minnesota plumbing contractor license authorizes a company to advertise, bid on, and execute plumbing services. It's separate from any individual trade license — a master plumber working as an employee doesn't need one, but a master plumber running their own shop does.

The DLI won't issue a contractor license to a business unless it has a licensed master plumber formally designated as the company's Responsible Licensed Individual (RLI). The RLI must be a W-2 employee, owner, officer, or member of the business, and they carry structural liability for all plumbing work the company performs.

Step-by-Step Application Process

1. Register Your Business Entity

Before touching the DLI application, register your legal entity (LLC, corporation, sole proprietorship) with the Minnesota Secretary of State. File your business name, assumed name (if applicable), and registered agent. Then obtain a Federal Employer Identification Number (FEIN) from the IRS and open a tax account with the Minnesota Department of Revenue for your state tax ID.

2. Designate Your RLI

Identify the W-2 employee, owner, officer, or member holding an active Minnesota Master Plumber license who will serve as your RLI. This person's name goes on the DLI application, and their master license must remain active and in good standing for the entire life of the contractor license.

If your RLI leaves the company, you have a 15-day statutory window to notify the DLI. Fail to secure a replacement within that window and the contractor license is suspended.

3. Secure the Required Financial Instruments

Three items to document:

$25,000 surety bond. Must be drafted on the DLI's approved form, issued by a corporate surety licensed to do business in Minnesota, and notarized. This protects consumers and the state against defective work.

General liability insurance. An ACORD certificate from an insurer licensed in Minnesota. The business name on the certificate must match the Secretary of State filing exactly — down to "LLC" vs. "L.L.C." The DLI must be listed as the certificate holder. Minimum coverage: $50,000 per person, $100,000 per occurrence for products liability, and $10,000 for property damage.

Workers' compensation insurance. Either a DLI-approved compliance form showing active coverage, or a validated statutory exemption form if you have no employees.

4. Submit the Application

Through the iMS portal:

• Complete the business application
• File a background disclosure form
• Disclose all owners holding greater than 10% interest
• Pay the $188 license fee

5. Display Your License Number

Once licensed, you must display the state-issued plumbing contractor license number on all commercial work vehicles. This isn't optional.

The Name-Match Problem

The most common rejection reason is name mismatches across filings. Your business name must be identical on the Secretary of State registration, the surety bond, the insurance certificate, and the DLI application. If you filed as "Johnson Plumbing LLC" with the Secretary of State but your insurance says "Johnson Plumbing" without the LLC suffix, the DLI will reject the application.

Catch this before submitting. Fixing a name mismatch after filing means going back to your insurer and your surety company — adding weeks to the timeline.

Biennial Renewal

Contractor licenses expire on December 31 of odd-numbered years. Renewal requires:

• Online filing via iMS
• Verification of current insurance, bond, and workers' comp
• $188 renewal fee

The insurance and bond verification is the renewal's real checkpoint. Let a policy lapse or fail to update a name change, and the renewal stalls.
