Why Applications Get Denied

Most Louisiana teacher certification denials aren't final rejections — they're processing failures with fixable causes. Understanding which category your denial falls into determines your next step.

Document mismatches: The most common reason. If your name, date of birth, or Social Security number doesn't match exactly across all submitted documents — transcripts, background check, Praxis scores, application — LDOE flags the application. Even a maiden name versus married name discrepancy triggers this.

Expired or missing background check: The LEC portal requires an active Clear Credential designation. If your fingerprint-based criminal background check is older than five years, or if you used the wrong IdentoGO service code (anything other than 27N5HQ), the system won't process your application.

GPA below threshold: The minimum 2.20 cumulative GPA is evaluated against your official transcripts. If your GPA falls short, your application is rejected unless your preparation program admitted you under Act 392's flexibility provision — which requires a 3.00 GPA on your first 12 credit hours to remain eligible.

Unaccredited institution: Coursework from institutions that do not meet the applicable 34 CFR 602 accreditation standard is not accepted by LDOE. Ask LDOE or your preparation provider what additional accredited coursework, if any, would establish eligibility.

Portal timeout: If your application wasn't fully submitted (including the $50 payment) within 45 days of starting it, the system deleted it. This isn't technically a denial — your application simply doesn't exist anymore. You need to restart from scratch.

Checking Your Application Status

Before assuming a denial, verify your application status through the LEC portal at teachlouisiana.net. Standard processing takes 20-30 business days. Applications that show as "pending" are still in review.

If your application has been pending for more than 30 business days without a status update, submit a ticket through the LDOE Teacher Certification Help Portal. The help portal is the official channel for personalized status reviews — it's faster and more reliable than calling or emailing general LDOE contacts.

Use the help portal when:

• Your application has been pending beyond the standard processing window
• The portal doesn't reflect a Clear Credential despite completing fingerprinting three or more weeks ago
• You need BESE policy clarification on exam equivalencies that aren't automatically recognized
• You need a formal transcript review for out-of-state or international credentials

The BESE Teacher Certification Appeals Council

If your certification is formally denied (not just stalled), you have the right to file an appeal with the BESE Teacher Certification Appeals Council (TCAC). The appeals process:

1. Request the formal denial letter from LDOE through the help portal. This letter specifies the exact regulatory basis for the denial.
2. Download the appeals application from the Teach Louisiana portal (the AP - Appeals Application form).
3. Submit your appeal within the timeframe specified in the denial letter. Include any supporting documentation that addresses the specific grounds for denial.
4. The TCAC reviews your case. The council evaluates whether the denial was correctly applied under Bulletin 746; follow the council's instructions for the available disposition.

Appeals involving professional conduct allegations — credential suspension, revocation, or sanctions — are more complex and may require legal representation. If your denial relates to a conduct investigation rather than an administrative processing issue, consult an employment lawyer before filing the appeal.

Fixing Common Application Problems

Name mismatch: Contact each institution that submitted documents under a different name. Request updated transcripts or official name-change documentation. Social Security name changes need to be reflected at SSA before resubmitting.

Wrong fingerprint code: Schedule a new IdentoGO appointment using code 27N5HQ. The $55.75 fee from your first appointment is not refundable. Your new results should post to the LDOE system within 48 hours to 3 weeks.

Missing score reports: Log into your ETS account and verify that Louisiana (state code 7330) was selected as a score recipient. If it wasn't, you can request additional score reports (fee applies). Praxis scores remain valid for 10 years.

GPA issue: If your GPA is below 2.20, ask your preparation program about Act 392 conditional admission. It requires a 3.00 GPA across your first 12 credit hours of program coursework; if conditional admission is unavailable, ask about other eligibility routes before reapplying.
