Los Angeles Plumber License: Local Registration Beyond the C-36

The State License Doesn't Cover Everything in LA

A CSLB C-36 license gives you statewide authority to contract for plumbing work — but certain LA-area work, especially work as a journeyman employee on local or municipal projects, can also require local credentials. The City of Los Angeles and Los Angeles County each administer separate local systems.

This dual-layer system confuses plumbers relocating to Southern California and catches new C-36 licensees who assume the state license is all they need to pull permits and work in LA. Understanding which local credential applies to your work area is critical for avoiding job-site shutdowns and permit delays.

LA County Journeyman Plumber Certificate of Registration

Los Angeles County's Department of Public Works, Building and Safety Division, issues a Certificate of Registration for journeyman plumbers. Under Section 105.2.5 of the Los Angeles County Plumbing Code, anyone working as a journeyman plumber on projects within unincorporated LA County must hold this certificate.

The requirements:

• Application fee: $75.50
• Experience: A notarized letter on company letterhead, signed by a licensed contractor, verifying at least four years of hands-on plumbing experience
• Examination: An oral and written exam administered by the county's Board of Examiners, covering local code requirements and practical plumbing knowledge
• Renewal: Biennial, on June 30 of even-numbered years, for $75.50

This certificate is for employees — journeymen working under a licensed contractor. It doesn't grant authority to contract independently (that's the C-36), but without it, a journeyman plumber cannot legally perform work on certain county projects, particularly commercial and industrial jobs that require municipal registration.

City of Los Angeles LADBS Registration

The City of Los Angeles, through the Department of Building and Safety (LADBS), maintains its own separate journeyman plumber registration. This is a distinct credential from the LA County certificate, and the two jurisdictions don't automatically recognize each other's registrations.

However, there's a reciprocal pathway between the city and county systems. If you already hold a valid City of Los Angeles Journeyman Plumber Certificate issued by LADBS, Los Angeles County offers a streamlined process: present your active city credential and pay a reduced processing fee of $54.20 to receive the county registration without taking a second examination.

The available pathway described here runs from the city credential to the county registration. Do not assume the reverse applies; confirm any county-to-city pathway with LADBS before relying on it.

San Francisco and Other Local Requirements

Los Angeles isn't the only California city with local plumber registrations. San Francisco uses journey-level designations primarily for civil service and utility workforce classifications. The "7347 Plumber" and "7388 Utility Plumber" classifications require either completion of a recognized five-year apprenticeship or equivalent journey-level experience.

Other municipalities require local business licenses or contractor registrations before they'll issue building permits, even to contractors with active CSLB licenses. These business-license and contractor registrations are generally administrative — typically an application, a fee, and proof of your C-36 license — but a separate local journeyman credential may have its own examination requirements.

State C-36 License vs. Local Business License

The relationship between these credentials is hierarchical:

CSLB C-36 license = your legal authority to contract for plumbing work statewide. Without this, you cannot legally bid on projects or pull building permits, and any advertising under the narrow under-$1,000 exemption must disclose that you are unlicensed.

Local business license/tax registration = your municipality's administrative requirement for any business operating within its boundaries. This isn't a competency test — it's a tax and registration requirement. Most cities charge $50 to $250 annually.

Local journeyman registration (LA-specific) = an employment credential for individuals working as journeymen in jurisdictions that require it. This sits between the state license and the local business license — it verifies trade competency at the local level but doesn't grant contracting authority.

You may need all three to operate legally in parts of Los Angeles: the state C-36 for contracting authority, a local business license for tax compliance, and a journeyman certificate if you personally perform work (rather than solely supervising employees).

SB 1186 Compliance Fees

One additional local fee that catches contractors off guard: California Senate Bill 1186 requires a $4 state fee from an applicant for a local business license, permit, or similar instrument when it is issued or renewed. If no such local instrument is issued, the fee applies to a building permit. It funds disability access programs and is collected by local governments.
