There Is No Statewide Journeyman Plumber License

This is the single most confusing fact about California plumbing: the state does not issue a journeyman plumber license. If you search for one on the CSLB website, you will not find it. The Contractors State License Board licenses business entities under the C-36 Plumbing Contractor classification. It does not issue personal trade cards, journeyman credentials, or master plumber designations.

An unlicensed individual can work legally in California as a plumber — for example, as an apprentice or employee under the direct supervision and active license of a C-36 contractor. California also permits a limited exception for a project totaling $1,000 or less when no permit is required, no employees or helpers are used, and advertising discloses that the operator is unlicensed. Outside that exception, you cannot contract independently, pull permits, or advertise plumbing services without a C-36 license, no matter how many years of experience you have.

What "Journeyman" Actually Means in California

The title exists, but through three separate systems — none of which grant contracting authority.

Division of Apprenticeship Standards (DAS) certificate. The DAS registers formal five-year apprenticeship programs through union locals (UA Local 78, UA Local 582, UA Local 250) and non-union associations like the Associated Plumbing-Heating-Cooling Contractors. Programs require 7,200 to 8,000 hours of on-the-job training plus at least 576 hours of classroom instruction. Completion earns a state journeyman completion certificate. This credential is respected across the industry and earns up to three years of CSLB experience credit — but it is not a license.

Union journeyman cards. The United Association (UA) and the PHCC Association issue journeyman cards upon completion of their training programs. These cards certify trade competency within the union system and affect your pay scale and job eligibility on union projects. They carry no legal licensing authority.

Municipal journeyman registrations. This is where it gets location-specific. Several California cities and counties require plumbers to hold a local journeyman registration to work on projects within their jurisdiction.

Los Angeles County and City Registrations

Los Angeles County's Department of Public Works, Building and Safety Division, issues a Journeyman Plumbers Certificate of Registration. To get it, you must:

• File a completed application and pay $75.50
• Provide a notarized letter on company letterhead from a licensed contractor verifying at least four years of hands-on plumbing experience
• Pass an oral and written examination administered by the county's Board of Examiners
• Renew biennially (June 30 of even-numbered years) for $75.50

The City of Los Angeles Department of Building and Safety (LADBS) has its own separate registration. If you already hold a valid City of LA journeyman certificate, LA County offers a reciprocal pathway — present your active city credential, pay a reduced $54.20 processing fee, and skip the county exam.

San Francisco uses journey-level designations for civil service and utility workforce classifications ("7347 Plumber" and "7388 Utility Plumber"), requiring either a completed five-year apprenticeship or equivalent experience.

The Relationship Between Journeyman Status and the C-36

A journeyman certificate — whether from the DAS, a union, or a municipality — proves trade competency. The C-36 license proves you have the legal right to operate a plumbing contracting business. They are parallel tracks, not sequential steps.

You do not need a journeyman certificate to get a C-36 license. You do need four years of journey-level experience, but that experience can come from W-2 employment, self-employment, or out-of-state work — with or without a formal journeyman credential.

Conversely, holding a journeyman certificate does not let you contract independently. You still need the C-36 for that.
