California Does Not Issue a Master Plumber License

If you are looking for a master plumber license in California, the search ends here: the state does not have one. There is no master plumber tier, no master plumber exam, and no master plumber credential issued by the Contractors State License Board or any other state agency.

Many states — including Texas, Illinois, Ohio, and Massachusetts — run a tiered licensing system: apprentice, journeyman, master plumber. California skipped the whole structure. The CSLB licenses business entities, not individual tradespeople. The highest plumbing credential the state issues is the C-36 Plumbing Contractor license, and that is a business license authorizing a company to contract, advertise, pull permits, and employ workers.

What the C-36 Actually Represents

The C-36 license is closer in function to what other states call a "master plumber with business authority." The qualifying individual on a C-36 license must have at least four years of journey-level experience, pass both the trade and Law & Business exams, and serve as the qualifying individual for the licensed business entity. The C-36 license authorizes the business entity — not the individual qualifier — to contract, advertise, pull permits, and employ workers.

The difference is administrative, not substantive. California just does not use the title.

Out-of-State Master Plumbers Coming to California

If you hold a master plumber license from another state, California does not recognize it through reciprocity or endorsement. You must apply for a C-36 license through the standard process: document four years of journey-level experience on Form 13A-11, pass both CSLB exams, file a $25,000 contractor bond, and pay the application and license fees.

Your out-of-state experience counts — the CSLB does not require that your work history was gained in California. But your certifier must still verify the experience under penalty of perjury, and you need the same supporting documentation (W-2s, tax returns, permits) in case of audit. Your master plumber license from another state does not substitute for the CSLB exams.

Why the Confusion Persists

The confusion exists because "master plumber" is the default top-tier title in most of the country. People relocating to California, or Californians comparing notes with plumbers in other states, naturally assume the title exists here. It does not, and no pending legislation would create one.

Some trade organizations and unions use "master" designations internally (the PHCC offers a "PHCC Master Plumber" certification, for example), but these are voluntary industry credentials with no state licensing authority behind them.

The Practical Takeaway

If you want to operate at the highest level of the plumbing trade in California — running your own business, bidding on contracts, pulling permits — the C-36 Plumbing Contractor license is the credential. There is nothing above it in the state's regulatory framework.
