What Goes in the Package

The CSLB application for an original C-36 Plumbing Contractor license is a multi-document package, not a single form. Missing a piece can cause the CSLB to return the package for correction or reject the application, adding weeks or months to an already slow process. Here is everything that needs to be in the envelope.

The Application Checklist

1. Application for Original Contractor License. This is the main CSLB form. It captures your business entity type (sole proprietorship, corporation, LLC, or partnership), the qualifying individual's personal information, and the classifications you are applying for. For a plumbing license, you are requesting the C-36 specialty classification.

2. Application fee: $450. Non-refundable. If your application is rejected, returned for corrections, or you fail the exams, you do not get this money back. Pay by check or money order made out to the CSLB.

3. Certification of Work Experience (Form 13A-11). One form per employment period. Each form must be completed and signed by a qualified certifier — a licensed contractor, supervisor, union representative, building inspector, or other person with direct knowledge of your work. The duty descriptions must be technically specific, not generic. "Did plumbing work" gets rejected. "Sized and installed DWV piping systems, roughed-in fuel gas lines, and connected fixtures per CPC standards" gets approved.

4. Sealed transcripts (if claiming education credit). Official transcripts must be sent directly from the educational institution to the CSLB. Photocopies do not count. You can substitute up to three years of the four-year experience requirement with qualifying education — DAS apprenticeship completion, trade school certificates, or relevant degrees.

5. Live Scan fingerprinting. Schedule this before or concurrent with your application. The CSLB runs your prints through the California DOJ and FBI databases. Total cost is $70 to $90. You need the CSLB's specific Request for Live Scan Service form, which identifies the correct ORI (Originating Agency Identifier) code.

6. Workers' compensation declaration. Either proof of workers' comp coverage (if you have employees) or a CSLB workers' compensation exemption certificate if you are a sole owner with no employees. Until January 1, 2028, solo C-36 operators can legally file the exemption.

7. Bond documentation. Not submitted with the application but required before license activation. After passing the exams, you file a $25,000 contractor license bond with the CSLB. If your qualifying individual owns less than 10% of the business, an additional $25,000 Bond of Qualifying Individual is required. LLCs also need a $100,000 employee/worker bond.

Common Mistakes That Cause Delays

Generic experience descriptions. This is the number one cause of returned applications. The CSLB reviews thousands of 13A-11 forms and flags vague entries immediately. Write like you are explaining the work to a licensing deputy who needs to verify you performed journey-level tasks.

Certifier does not have direct knowledge. Your certifier must have personally witnessed your work. An office manager, bookkeeper, or business partner who never visited the job site does not qualify.

Unsigned or undated forms. Every form and every certifier signature needs a date. Missing dates trigger a return.

Wrong fee amount. The application fee is exactly $450. The CSLB does not process partial payments or hold overpayments for credit.

Processing Timeline

CSLB review time depends on application completeness and current workload. Incomplete applications — missing forms, missing signatures, generic descriptions — can go back to the applicant for correction, adding weeks or months to the process.

Once approved, you enter the 18-month examination window and schedule your C-36 Trade Exam and Law & Business Exam through PSI Services.

After the Exams

Pass both exams, file your contractor bond, pay the initial license fee ($200 for sole owners, $350 for other entities), and your license activates. You can then legally contract, advertise, and pull building permits under your own C-36 license number.
