Live Scan Is Required for Every C-36 Application

Every applicant for a new C-36 plumbing contractor license must submit fingerprints, and each officer, partner, owner, or responsible managing employee who must be listed on the application must also submit them. Once CSLB has a usable fingerprint record for you, you generally do not repeat it for a routine renewal or unchanged license. A later application, classification, or entity change may require new fingerprints if the record is unavailable or has been purged.

Live Scan captures your fingerprints digitally and transmits them electronically to both the California Department of Justice (DOJ) and the FBI for background checks. The CSLB uses the results to determine whether an applicant's criminal history affects their fitness to hold a contractor's license.

Where to Go and What It Costs

Live Scan stations are operated by DOJ-authorized providers throughout California. The CSLB maintains a directory of approved providers on their website.

The total cost breaks down into two components:

• DOJ/FBI processing fees: These are fixed fees paid at the time of fingerprinting and forwarded to the agencies running the background check
• Rolling (service) fee: The Live Scan operator's charge for actually capturing your prints

Combined, expect to pay $70 to $90 total. The exact amount varies by provider — some operators charge higher rolling fees than others, but the DOJ/FBI processing fees are the same everywhere.

Bring the completed CSLB Request for Live Scan Service form and valid government-issued identification. CSLB sends the form and instructions after the application has been accepted as complete.

Processing Times

Live Scan results are transmitted electronically. If you cannot use a Live Scan provider, CSLB can provide hard-card fingerprint instructions; hard-card processing can take three to six months or longer.

Criminal Records and License Eligibility

A criminal record doesn't automatically disqualify you from getting a C-36 license. The CSLB evaluates criminal history on a case-by-case basis, considering:

• Nature of the offense — is it substantially related to the duties and responsibilities of a contractor? Fraud, theft, and construction-related offenses receive more scrutiny than unrelated misdemeanors
• Time elapsed — how long ago did the conviction occur?
• Rehabilitation evidence — have you completed probation, paid restitution, maintained steady employment, or earned professional certifications since the conviction?

The CSLB will not deny a license on the basis of an arrest that did not result in a conviction. A conviction may be grounds for denial when it is substantially related to the qualifications, functions, or duties of a contractor, subject to the CSLB's rehabilitation rules.

If the CSLB identifies a concern, it may request mitigating or rehabilitation information. Respond to that request with the documentation it asks for. If the application is denied based on conviction history, the denial notice explains the applicant's right to appeal or request a hearing under CSLB procedures.

Practical Tips for the Live Scan Appointment

• Clean, dry hands produce the best prints. Avoid heavy manual work, chemical exposure, or excessive hand washing immediately before your appointment — worn or damaged fingertips can cause unclear scans that require a second visit
• Bring government-issued photo ID — the Live Scan operator must verify your identity before capturing prints
• Keep your receipt — it includes a tracking number you can reference if the CSLB doesn't receive your results within the expected timeframe
• Schedule early in your application process — follow CSLB's fingerprint instructions promptly and keep the receipt. Any problem with the fingerprint submission can add delay to the overall application review
