Knoxville Doesn't Use Journeyman or Master Titles

While Nashville and Memphis follow the traditional journeyman-master progression, Knoxville takes a completely different approach. The Knoxville Board of Electrical Examiners issues four distinct license classes, each with its own scope of authorized work. Understanding which class you need prevents you from either over-qualifying for your intended work or discovering mid-project that your license doesn't cover what you're doing.

Like other major Tennessee cities, Knoxville does not accept the state LLE permit. Work within city limits requires the appropriate local authorization; state CE holders must register locally for permitting.

The Four License Classes

Class 1 — Electrical Contractor: The broadest license. Requires five years of verified field experience. Allows the holder to secure electrical permits and offer services to the public across commercial, industrial, and residential projects. This is Knoxville's broadest local contracting classification.

Class 2 — Electrical Residential Contractor: Requires four years of experience. Limits work strictly to residential properties. If you're exclusively doing residential wiring — new construction, service upgrades, panel replacements, home additions — this is a more accessible path than Class 1 with one less year of required experience.

Class 3 — Electrical Maintenance: Requires four years of experience. Restricts the holder to performing electrical work only on properties owned or leased by their employing business. This is designed for in-house maintenance electricians at factories, hospitals, universities, and similar facilities. You cannot offer services to outside clients.

Class 4 — Electrical Appliance Dealer: The most limited class at two years of experience. Restricts work to appliance-related circuits and switches — connecting ranges, dryers, water heaters, and similar equipment. Useful for appliance dealers who install what they sell.

Annual Renewal

One distinction from other Tennessee cities: all Knoxville electrical licenses expire annually, not biennially. You must renew each year to maintain your permit-pulling privileges. Annual renewal fees range from $50–$150 depending on classification.

Missing a renewal deadline doesn't just lapse your license — it also means you can't pull permits. Any projects in progress that require inspections could stall if your license isn't current when the inspector checks.

Experience Verification and Exams

The Knoxville Board reviews credentials for each class through a written trade exam administered locally upon board approval. The board verifies your experience documentation before granting exam authorization; the state LLE exam also requires Board approval before scheduling through Prov.

You'll need to present verifiable documentation of your field experience: employment records, W-2 forms, notarized affidavits, or apprenticeship completion certificates matching the hour requirements for your target class.

The city has adopted the 2020 NEC with local Knoxville amendments. One notable feature: Knoxville eliminated the subcontractor bond requirement in 2022, removing a financial barrier that previously added to the cost of obtaining a local license.

Permits and the Citizen Access Portal

Once licensed, you register your trade license and manage permits through Knoxville's Citizen Access online portal. Electrical permits are required for all regulated work, and inspections are scheduled through the Plans Review and Inspections Department.

State CE license holders can also register with Knoxville's codes department to pull permits locally, though their employees still need the appropriate local class license for hands-on work within city limits.
