Chattanooga Runs Its Own Electrical Board

Chattanooga's electrical licensing is administered by the Chattanooga Electrical Board, separate from both the state system and other Tennessee cities. Like Nashville, Memphis, and Knoxville, Chattanooga does not accept the state LLE permit for pulling permits within city limits. You need the applicable local authorization; state CE contractors must register their state credential locally.

Chattanooga's system includes several license categories that don't map neatly to the standard journeyman-master ladder used elsewhere. The city licenses not only construction electricians but also plant-based industrial electricians under dedicated classifications.

License Categories and Requirements

Journeyman Electrician: Requires three years (6,000 hours) of documented experience working under a licensed contractor. This is the standard credential for electricians doing construction and installation work within Chattanooga. Fee: $55 for a two-year license period.

Class I Electrical Contractor: Requires at least three years of active experience as a journeyman or plant electrician. This license authorizes the holder to secure permits, bid on projects, and offer electrical services to the public. Fee: $400 for a two-year period. A valid Class I Contractor license also allows the holder to obtain a journeyman or residential license without additional trade exams.

Plant Master: Requires three years of experience as a journeyman or plant electrician. Designed for electricians overseeing electrical systems at manufacturing facilities, large commercial properties, and industrial sites. Fee: $400–$1,200 for a two-year period depending on plant size.

Plant Electrician: Requires three years (6,000 hours) of documented experience under a licensed contractor. Restricted to electrical work at the specific plant or facility where the licensee is employed. Fee: $400–$1,200 for a two-year period.

The OpenGov Portal

Chattanooga processes applications and renewals digitally through the OpenGov permitting portal (chattanoogatn.portal.opengov.com). This is where you submit your initial application, upload documentation, schedule exams, and manage renewals.

The digital process is more streamlined than some other Tennessee cities, but the Board still reviews applications and documentation before granting exam authorization or license issuance. Exam scheduling is done through the OpenGov system after Board approval.

Chattanooga Uses an Older NEC Edition

One important detail for electricians coming from other Tennessee jurisdictions: Chattanooga operates under the 2017 NEC with local amendments. Nashville, Memphis, and Knoxville have all adopted the 2020 NEC. This means code requirements in Chattanooga may differ from what you're used to in other Tennessee cities, particularly on newer provisions in the 2020 edition.

If you're studying for a Chattanooga exam after working in Nashville, make sure you're referencing the correct code edition. A 2020 NEC codebook may have provisions that haven't been adopted in Chattanooga yet.

Working Across Hamilton County

The Chattanooga Electrical Board's jurisdiction covers the city. Electricians licensed in other Tennessee cities — Nashville, Knoxville, Memphis — should not assume their credentials transfer to Chattanooga automatically. Many Tennessee municipalities don't offer automatic reciprocal card swaps between local jurisdictions.

State CE contractor license holders can register their credential with Chattanooga's codes department for permitting purposes, but the employees performing hands-on work still need local Chattanooga licenses.

For electricians working across the Chattanooga-Hamilton County border into areas outside the city's jurisdiction, the state LLE may be valid if those areas use the state Division of Fire Prevention for inspections rather than an independent local codes department. Verify the inspection jurisdiction before assuming either credential applies.
