What Is the Kentucky Provisional Electrician License?

Kentucky's provisional license is a one-year, nonrenewable credential designed for experienced electrical workers who need to work immediately while they prepare for the formal Journeyman exam. It's codified under KRS 227A.060(5) and administered by the DHBC Electrical Division.

The provisional license exists because Kentucky doesn't offer exam-based licensure on demand — the application review, approval, and exam scheduling process can take weeks or months. For out-of-state movers or experienced workers who've been practicing without formal credentials, this bridge prevents a complete income stoppage during the transition.

Eligibility Requirements

The bar is higher than most people expect. You must meet all three of these conditions:

Residency: You must be a Kentucky resident at the time of application.

Experience: You need at least six years of verifiable electrical trade experience, calculated at 2,080 hours per year. That totals 12,480 hours of documented work since your 16th birthday. This is a stricter hourly calculation than the standard Journeyman pathway, which uses 1,600-hour years.

Documentation: Same as a standard application — notarized employer verification letters, tax records (W-2s, 1099s, or Schedule C), and government-issued ID.

The experience standard catches people off guard. The provisional pathway uses a 2,080-hour year (standard full-time employment), while the regular Journeyman pathway uses a 1,600-hour year. Six years at 2,080 hours per year means you need more total hours (12,480) than a standard Journeyman applicant needs (8,000), even though the provisional license is theoretically the "easier" path.

How to Apply

Submit the Provisional Electrician License Application (Form EL-14) to the DHBC along with:

• A nonrefundable $50 application fee
• A recent passport-style photo
• Notarized employer affidavits documenting your six-plus years of experience
• Supporting tax records for each year claimed

The DHBC reviews the application through the same Electrical Division pipeline as standard applications. Once approved, you receive the provisional credential and can begin working.

The One-Year Clock

This is the part that makes or breaks the provisional pathway. Your provisional license is valid for exactly one year from the date of issuance, and it cannot be renewed or extended under any circumstances.

During that year, you must sit for and pass the standard Journeyman trade examination. If you pass, you convert to a full Electrician (Journeyman) license on the normal biennial cycle. If you fail the exam or let the year lapse without testing, your provisional license is permanently revoked — no second chances, no extensions.

Given the exam retake policy (24-hour wait after the first failure, 14-day waits for attempts 3-5, maximum five attempts per 12-month window), you theoretically have enough time to make multiple attempts within the provisional year. But don't rely on that buffer. Schedule your exam as early as possible after receiving the provisional credential.

Who Should Actually Use This?

The provisional license makes sense in two specific situations:

Out-of-state movers from non-reciprocal states who have extensive experience but can't skip the Kentucky exam. If you're moving from Indiana, Tennessee, or Illinois and have six-plus years in the trade, the provisional license lets you keep earning while you study for the Kentucky-specific exam.

Experienced workers formalizing their credentials who've been working under someone else's license or in exempt categories and need to transition to independent practice. The provisional bridge prevents the income gap that would otherwise occur during the application-to-exam pipeline.

If you're a fresh apprentice still accumulating hours, or if you hold a reciprocal credential that covers your license type (Ohio, Virginia, West Virginia, or Louisiana for Master and Contractor licenses), the provisional pathway isn't relevant to you.
