Who Needs Insurance in Kentucky's Plumbing System
Not every licensed plumber carries their own insurance. The requirement depends on your license tier and employment status.
Apprentices and journeymen working as W-2 employees are covered by their employer's workers' compensation and liability policies. They do not need personal trade insurance.
Master plumbers operating as independent contractors or qualifying business entities must maintain a minimum of $250,000 in general liability insurance. A master who works strictly as a W-2 employee under another master's business may be covered under the employer's policy; if the master operates independently or qualifies a business entity, the required coverage applies.
Plumbing contractors (business entities) carry the full insurance burden: general liability, workers' compensation, unemployment insurance, and a surety bond.
General Liability Insurance
The state minimum is $250,000 in commercial general liability coverage. Your certificate of insurance must name the DHBC (Department of Housing, Buildings and Construction) as the certificate holder — not just as an additional insured, but as the named certificate holder. Submitting an incorrectly formatted certificate is one of the most common reasons for delayed license activation.
In practice, $250,000 is a floor. Louisville Metro requires $250,000 for its local contractor registration. Lexington's LFUCG requires $100,000 for specialty contractors. But general contractors hiring plumbing subcontractors on commercial projects routinely require $1,000,000 or more in coverage, and you will struggle to win bids without it.
Workers' Compensation
Kentucky's Workers' Compensation Act of 1916 mandates coverage for any employer with one or more employees. There is no exemption for small plumbing shops. If you hire even a single apprentice or helper, you must carry workers' comp within 10 days of their start date.
Operating without workers' compensation insurance exposes you to stop-work orders from the state and penalties up to $1,000 per day.
Sole proprietors with no employees can elect to exempt themselves from workers' comp, but doing so means no coverage for your own on-the-job injuries.

Unemployment Insurance
If you employ anyone, you must also register for unemployment insurance through Kentucky's unemployment insurance program. This is a payroll tax obligation, not a policy you purchase — but the DHBC may require proof of compliance alongside your workers' comp certificate during the licensing process.
The $10,000 Surety Bond
Plumbing contractors in Kentucky must secure a $10,000 surety license bond. This bond guarantees compliance with state plumbing laws and performance of permitted operations.
The bond is purchased through a surety company, and the annual premium typically runs 1-3% of the bond amount ($100-$300/year) depending on your credit history. The bond must remain active for as long as you hold a contractor registration.

The state requirements are the baseline. Louisville matches them. Lexington sets a lower liability threshold for specialty contractors but still requires proof at registration.
