Kentucky Electrician SmartGov Portal: How to Use the Online Licensing System

Two Portals for Two Different Things

Kentucky electricians need to interact with at least two separate online systems, and confusing them is a common source of frustration. The state-level SmartGov portal handles your DHBC license — applications, renewals, and exam approval status. The DHBC's public license lookup handles license verification. Local municipality portals like Lexington's Accela Citizen Access handle permits and local business registration. They do not talk to each other.

The State SmartGov Portal

The Kentucky Department of Housing, Buildings and Construction uses SmartGov as its primary online licensing platform. This is where the Electrical Division manages your credential lifecycle:

• New applications: Form EL-3 (Journeyman or Master) and Form EL-2 (Contractor) are submitted through SmartGov for state review
• Exam status: Once the DHBC approves your application, your SmartGov profile updates to "pending examination" — this is the green light to schedule your test through Prov or Pearson VUE
• License renewal: Biennial renewals are processed through the portal, tied to your birth month
• License verification: Anyone can use the DHBC's public-facing lookup to check an electrician's license status, classification, and expiration

The portal also replaced some functions that previously went through the DHBC Licensing Branch before it was reorganized under the Electrical Division on December 1, 2024. If you have bookmarks or saved links from the old licensing branch site, they may not redirect correctly.

What SmartGov Does Not Cover

SmartGov is state-level only. It does not handle:

• Louisville Metro contractor registration or permit applications (those go through Louisville's Construction Review division and business portal)
• Lexington-Fayette permit applications (those go through the Accela Citizen Access portal)
• Apprentice registration (that is managed by the Kentucky Labor Cabinet and the U.S. Department of Labor, not the DHBC)
• Continuing education tracking (keep your own records and confirm completion reporting with your provider or the DHBC)

Lexington's Accela System

Lexington-Fayette uses the Accela Citizen Access portal for its Division of Building Inspection. If you need to pull electrical permits in Lexington, register as a contractor locally, or check inspection status, Accela is where you go.

The systems are completely separate. Having an active state license in SmartGov does not automatically register you in Lexington's Accela system. You still need to:

1. Register your business with Lexington's Revenue Department
2. Obtain a local business license ($100)
3. Provide proof of insurance matching your registration tier (General, Residential, or Specialty)
4. Create an Accela account to submit permit applications

Lexington's flat $10 electrical permit fee makes the per-project cost low, but the initial registration steps are entirely independent of your state credentials.

Tips for Using SmartGov

Check your status before calling. The most common reason electricians call the DHBC is to ask about application status. SmartGov shows the current status — if it has not changed, calling will not speed it up.

Keep your records current. Keep your address, employer, and insurance records current, and follow the DHBC's instructions for updating any application or license information.

Screenshot your exam approval. When your status changes to "pending examination," take a screenshot with the date visible. Exam vendors occasionally need proof of DHBC approval if their systems have not synced yet.

Do not confuse verification with licensure. The DHBC's public license lookup confirms that someone holds a valid credential. It is not a substitute for the physical license card, and it does not prove Contractor-level authority or local registration status.
