Kentucky Electrician Education and Training Pathways: Degree Credits, 576 Classroom Hours, and KCTCS Programs
Three Pathways to the Same License
Kentucky does not lock you into a single route to your Journeyman (Electrician) license. The DHBC recognizes three qualifying pathways under KRS 227A, and each one trades formal education for reduced field-hour requirements. Understanding which pathway applies to your background can shave years off your timeline.
All three pathways lead to the same exam, the same license, and the same scope of work. The difference is how many of your 8,000 required hours you can offset with classroom education.
Pathway 1: Experience Only (No Education Credit)
This is the default path for electricians who enter the trade through on-the-job training without formal schooling. You need six years of documented field experience totaling at least 8,000 hours of hands-on electrical work under the NEC.
Kentucky defines one year of experience as a minimum of 1,600 hours within a continuous 12-month window. All hours must be accumulated after your 16th birthday, and you will need to prove every year with employer verification letters and IRS tax documents (W-2s, 1099s, or Schedule C).
For Master Electrician, the experience-only pathway requires eight years and 16,000 total hours.
Pathway 2: Experience Plus 576 Classroom Hours
If you complete at least 576 hours of formal classroom instruction from a DHBC-approved electrical training program under 815 KAR 35:090, the experience requirement drops to four years (6,400 hours) for Journeyman, or six years (9,600 hours) for Master.
The 576-hour threshold is specific — it is not a rough guideline. The DHBC checks your training certificate against its approved program list, so keep documentation of the full classroom total. Programs that qualify include:
- IBEW/JATC apprenticeship programs with documented classroom components
- IEC Bluegrass Association training curriculum
- Approved vocational programs at community colleges and technical schools
When you apply, you will submit an official transcript or certificate of completion alongside your Form EL-3 application. The training program must be approved, and you should retain its completion documentation when you apply.

Pathway 3: Experience Plus Associate Degree
The fastest pathway for workers who pursued formal education. An Associate of Applied Science (AAS) degree or technical diploma in electrical technology from an accredited college or university reduces the Journeyman requirement to three years (4,800 hours), or five years (8,000 hours) for Master.
Before HB 444 took effect, this pathway was limited to programs within the Kentucky Community and Technical College System (KCTCS). The updated law expanded eligibility to any regionally or nationally accredited institution. This matters for workers who earned their degree out of state or through a non-KCTCS school — their transcripts now qualify where they previously did not.
KCTCS remains the most common pipeline. Programs at Bluegrass Community and Technical College, Jefferson Community and Technical College, and other KCTCS campuses offer Electrical Technology AAS degrees that satisfy this pathway. But electricians with degrees from accredited trade schools, community colleges, or universities outside the KCTCS system can now use those transcripts too.

Choosing Your Pathway
If you are already working in the field and approaching the experience thresholds, the experience-only pathway avoids the cost and time of formal schooling. Many Kentucky electricians take this route — especially those who started as apprentices under experienced Journeymen and have solid employer documentation.
If you are earlier in your career or already enrolled in a training program, check whether your program meets the 576-hour threshold. The two years of reduced field time translates directly into earlier exam eligibility and earlier earning potential at the Journeyman rate.
If you hold an AAS degree or are considering one, the three-year pathway to Journeyman is the fastest available. The HB 444 expansion makes this especially relevant for workers relocating to Kentucky with out-of-state degrees that were previously ineligible.
Regardless of pathway, every applicant takes the same Journeyman or Master exam through Prov or Pearson VUE, needs a 70% passing score, and must submit the same Form EL-3 to the DHBC. The pathway determines when you are eligible, not what you are tested on.
