Dover — the state capital — sits within Kent County but maintains its own municipal permitting as a separate jurisdiction.

Dover (Municipal Overlay)

The City of Dover operates its own Department of Inspections and Planning, independent from Kent County. If your project falls within Dover city limits, you need a Dover business license in addition to your state credentials.
