Iowa Teacher Testing Exemptions
You Might Not Need to Take Any Tests
Iowa's testing exemption rules changed significantly in 2022, and most online resources still haven't caught up. National lead-generation sites routinely tell candidates that Praxis exams are universally required for Iowa certification — that hasn't been true for years. Understanding whether you're exempt before you register and pay $139+ for an exam saves both money and weeks of scheduling delays.
The 2022 Policy Change
Starting in 2022, the Iowa Department of Education eliminated state-level licensure testing requirements for graduates of approved Iowa-based traditional educator preparation programs. If you completed your teacher prep at an accredited Iowa institution (University of Iowa, Iowa State, Drake, UNI, or any other approved program), you do not need to pass a state licensing exam to receive your Initial Teaching License.
Your institution submits a recommendation directly to the Board of Educational Examiners (BoEE), and that recommendation — combined with your transcript showing program completion — replaces the testing requirement for your first Iowa license.
Who Is Exempt
Iowa TEP graduates: Completed an approved Iowa teacher education program — exempt from all state licensure testing for the initial license.
Out-of-state teachers with 3+ years of experience: If you hold a valid, non-emergency license from another state and can document at least three years of successful full-time teaching, you're exempt from submitting state licensing exam scores to Iowa. The BoEE accepts your experience as evidence of content competency.
Out-of-state teachers with 5+ years plus a master's degree: These applicants are exempt from both testing and any coursework deficiency requirements that would otherwise come out of the transcript review process.
Out-of-state teachers with 10+ years of experience: Completely exempt from coursework deficiencies regardless of degree level — no testing or additional coursework required.

Who Still Needs Testing
The exemption does not cover everyone. These groups must still pass specific assessments:
Elementary and early childhood candidates (all pathways): Anyone seeking an endorsement in elementary education (K-6), early childhood, special education, or reading specialist must pass the Foundations of Reading Test (FoRT), regardless of whether they graduated from an Iowa program. This is Test 890, administered by Pearson NES — a 4-hour computer-based exam with 100 multiple-choice questions and two open-response items. Passing score: 240. Cost: $139 per attempt.
Alternative pathway candidates: Career changers entering through the Teacher Intern Program (RAPIL) or House File 255 routes must meet testing requirements specified by their program, which typically include the Foundations of Reading Test for applicable endorsement areas.
Out-of-state teachers with under 3 years of experience: Early-career relocating teachers must either verify passing scores on their originating state's licensure exams or meet Iowa's standardized Praxis benchmarks. Praxis subject tests range from $120 to $160 per exam.
The Foundations of Reading Test in Detail
Because the FoRT is the one exam that catches even some exempt-pathway candidates, here are the logistics:
- Vendor: Pearson NES (not ETS Praxis)
- Test code: 890
- Format: Computer-based, available at testing centers or via remote online proctoring year-round
- Duration: 4 hours
- Structure: 100 multiple-choice questions (80% of score) + 2 written open-response items (20%)
- Passing score: 240

- Retake policy: 30-day mandatory waiting period between attempts
If you need to take Praxis subject assessments, note the ETS "Free After 3" retake policy (effective for exams taken on or after October 1, 2025): candidates who fail a specific Praxis test three times and report scores for each attempt qualify for unlimited free retakes within a five-year window.
How to Verify Your Exemption Status
Before registering for any exam, confirm your exemption by checking two things:
Your preparation pathway: Did you complete an approved Iowa TEP? If yes, you're exempt from basic licensing exams (though the FoRT may still apply for elementary/SPED endorsements).
Your experience level: If you're out-of-state, count your years of full-time, fully-licensed teaching. Three years clears testing requirements. Five years plus a master's clears testing and coursework. Ten years clears everything.
