Who Actually Needs to Take This Test

The Foundations of Reading Test (FoRT) is not universal in Iowa. Since 2022, graduates of approved Iowa teacher education programs are exempt from state-level licensure testing for their first credential. But that exemption has hard limits.

You still need to pass the FoRT if you're seeking:

• An early childhood education endorsement
• An elementary education endorsement
• A special education or reading specialist endorsement
• Certification through an alternative pathway (RAPIL, HF 255, or similar)
• An Iowa license as an out-of-state applicant with fewer than three years of experience (though your home state's exam scores may substitute — check with the BoEE)

Out-of-state teachers with three or more years of fully licensed experience are typically exempt from all Iowa testing requirements.

Test Details and Registration

The FoRT is administered by Pearson under the National Evaluation Series (NES). Here are the specifics:

Register through the official NES portal. When you register, make sure to select Iowa as the score-receiving state so your results are transmitted directly to the BoEE. Don't rely on sending personal score reports — the BoEE needs official vendor-transmitted scores.

What the Test Covers

The FoRT assesses five content areas related to reading instruction:

1. Phonological and phonemic awareness — understanding sound structures in language
2. Phonics and word recognition — letter-sound relationships and decoding strategies
3. Fluency — reading rate, accuracy, and prosody development
4. Vocabulary — word meaning acquisition and instructional strategies
5. Reading comprehension — text analysis, inference, and comprehension monitoring

The two open-response questions typically present a classroom scenario and ask you to analyze a student's reading performance or design an instructional intervention. These responses are scored on a rubric, and they carry real weight — 20% of your total score means a strong multiple-choice performance can still be undermined by weak written responses.

Scoring and What 240 Actually Means

The 240 passing score is a scaled benchmark, not a raw percentage. Iowa adopted the national benchmark accepted by the IDOE, which means your Iowa score is comparable to the same test taken in other FoRT-requiring states.

Scores are typically available within a few weeks of testing. If you don't pass, you must wait 30 days before registering for a retake, and you'll pay the full $139 registration fee again.

Praxis Exams: When They Come Into Play

The FoRT handles reading-specific endorsements, but Praxis subject assessments (administered by ETS) are relevant for:

• Specific secondary content areas
• Out-of-state reciprocity paths where the applicant's home state didn't use the FoRT

Praxis exams cost $120-$160 per test. One significant cost-saver: ETS introduced the "Free After 3" retake policy for exams taken on or after October 1, 2025. If you fail a specific Praxis test three times with reported scores for each attempt, you qualify for unlimited free retakes within a five-year window, with each voucher valid for six months.

Planning Your Testing Timeline

If you need the FoRT, schedule it early in your licensure process — not at the end. Background checks take one to two weeks (or four to six weeks with paper cards), and BoEE application processing runs four to six weeks after all documents are received. If you wait to take the FoRT until your background check is done, you're adding another month-plus of waiting that could have run concurrently.
