A Licensing Requirement That's Easy to Overlook

Mandatory reporter training is one of those tasks that looks minor on a to-do list but can silently stall your entire Iowa teaching license application. The Board of Educational Examiners (BoEE) requires proof of completion before they'll process your credential — and they won't tell you twice. Your application simply sits in "incomplete" status until the certificate appears in your portal file.

Here's exactly what's required, how to complete it, and when you'll need to do it again.

What Iowa Law Requires

Under Iowa Code, teachers are designated mandatory reporters of child abuse and dependent adult abuse. This means you are legally obligated to report suspected abuse or neglect — and the state requires formal training on how to recognize signs, what triggers a report, and how to file one.

For licensure purposes, you need to complete two training components:

1. Child Abuse Mandatory Reporter Training — covers identification, reporting procedures, and legal protections for reporters
2. Dependent Adult Abuse Mandatory Reporter Training — covers the same framework applied to vulnerable adult populations

Both are administered through the Iowa Department of Health and Human Services (DHHS).

How to Complete the Training

The training consists of two separate two-hour courses through DHHS. For refresher certificates, the BoEE accepts them only if the full separate courses were completed after July 1, 2019, kept active, and uploaded to the portal.

You receive a completion certificate for each component, which you'll download and upload to your BoEE licensing portal account.

The key step most applicants miss: upload the certificates to the BoEE portal immediately after completion. The BoEE doesn't pull records from DHHS automatically — if you don't attach the certificates to your application file, they won't know you've finished.

When It's Required

Mandatory reporter training is required at two points:

Initial licensure: Before the BoEE will issue your first Iowa teaching credential — whether that's an Initial License, Teacher Intern License, Substitute Authorization, or any other credential type.

License renewal: Every five-year renewal cycle for Standard and Master Educator licenses. You must show current mandatory reporter training as part of the renewal package, alongside your licensure renewal credits.

The training certificates do have an expiration window. Make sure your certificate is current at the time of your application or renewal submission — a certificate from several years ago may not satisfy the recency requirement.

Common Mistakes

Assuming district training counts: Many school districts include mandatory reporter content in their new-teacher orientation. Unless that specific training is the official DHHS-approved course and you receive a formal DHHS completion certificate, it doesn't satisfy the BoEE requirement. District professional development hours and state-mandated reporter training are separate systems.

Waiting until after applying: Complete the training before you submit your application. Adding it after submission requires the BoEE to re-review your file, which pushes you to the back of the processing queue. Since applications already take four to six weeks, this delay compounds.

Confusing it with the background check: The mandatory reporter training and the criminal background check (Fieldprint fingerprinting) are completely separate requirements. You need both, and neither substitutes for the other.

For Student Teachers

If you're currently in a teacher preparation program, your program likely requires mandatory reporter training before your student teaching placement begins. The same certificate satisfies the BoEE's requirement when you apply for your Initial License after graduation — just make sure you still have a copy to upload. Check that it hasn't expired by the time you submit your licensure application.
