Reciprocity Isn't Automatic

This is where out-of-state teachers consistently get blindsided: Indiana does not automatically accept another state's teaching license. There's no interstate compact that guarantees your credential transfers. Instead, the IDOE evaluates every out-of-state application individually, comparing your transcripts, test scores, and teaching experience against Indiana's specific content-area requirements.

If everything aligns, the IDOE issues a standard Indiana license directly. If there are gaps — and there usually are — you receive a deficiency letter detailing exactly what you need to resolve. This evaluation process takes 4-8 weeks once the IDOE receives your official transcripts and the non-refundable $35 credential evaluation fee.

The Deficiency Letter

The deficiency letter is a formal document posted to your LVIS 360 account after the IDOE reviews your credentials. It lists the specific coursework, testing, or training requirements you're missing for an Indiana license in your requested content area.

Common deficiency items include:

Praxis exam gaps. Your home state may have used different exams (like the edTPA, MTTC, or state-specific assessments). If Indiana doesn't recognize your existing scores, you'll need to pass the corresponding Indiana-required Praxis exams.

Content-area coursework. Indiana may require specific credit hours in your teaching subject that your original preparation program didn't include. For example, an out-of-state elementary license holder might need additional reading instruction credits to meet Indiana's Science of Reading mandate.

Safety training gaps. Even if your home state required similar training, Indiana mandates its own specific certifications: CPR with hands-on mannequin practice (the one that catches the most people), suicide prevention, human trafficking, and child abuse/neglect.

The deficiency letter has real teeth. You must resolve every listed item before the IDOE can issue the standard Indiana license for which you qualify.

The One-Year Reciprocal Permit

The reciprocal permit is Indiana's bridge credential for out-of-state teachers with minor gaps. While you clear the deficiencies in your letter, this permit lets you teach full-time in an Indiana classroom with full salary.

Key constraints:

One year, non-renewable. You get exactly one year to satisfy every requirement on your deficiency letter. There are no extensions.

Employer-dependent. A school corporation must hire you and support the permit request in LVIS 360. You can't hold a reciprocal permit without a job.

Content-specific. The permit covers only the content area and grade band evaluated by the IDOE.

The one-year window creates real pressure. If your deficiency letter requires passing two Praxis exams, you need to schedule, take, and pass both within that year — while also teaching full-time. Factor in the 28-day mandatory wait between retakes on the same exam and the 7-10 business days for score transmission, and the timeline gets tight.

What You Need to Apply

Before you start the LVIS 360 application for reciprocity, gather these items:

Official transcripts from every degree-granting institution, sent directly to the IDOE. Electronic delivery through services like Parchment is fastest.

Verification of teaching experience. The IDOE may request a signed Verification of Experience Form (V-90) from your previous employer documenting your instructional experience, grade levels, and content areas.

Your current out-of-state license — a copy uploaded to LVIS showing active status.

Home-state test scores. If your state used Praxis exams, your ETS account may already have the scores on file. Set Indiana (recipient code 7238) as a score recipient so the IDOE can verify them electronically.

All four Indiana safety trainings completed and uploaded. Your home state's CPR or safety training certificates won't substitute — Indiana requires its own approved trainings, specifically the hands-on CPR.

State background check through the Indiana State Police ($15-$16.32).

The $35 evaluation fee and, eventually, the $35 license application fee (both non-refundable).

The Timeline for Reciprocity

Week 1-2: Submit transcripts and complete Indiana safety trainings. Run your state background check.

Weeks 2-10: Wait for the IDOE's credential evaluation (4-8 weeks for out-of-state reviews). This is the slowest step.

Weeks 10-12: Receive your deficiency letter (if applicable). Secure a teaching position with an Indiana school corporation.

Weeks 12-14: School corporation initiates reciprocal permit request in LVIS. Complete any required Praxis registrations.

Weeks 14-16: Begin teaching on the reciprocal permit while working through deficiency requirements.

Within 12 months: Clear all deficiency items. The IDOE issues the standard Indiana license for which you qualify once those requirements are satisfied.

If You're Planning a Move to Indiana

Start the evaluation process before you move if possible. Send your transcripts and pay the evaluation fee from your current state so the IDOE's 4-8 week review happens while you're still planning the relocation, not while you're actively job-hunting with no teaching credential.
