Adding overnight care or child transportation to an Idaho home daycare requires careful review of supervision standards and insurance arrangements.

Overnight Care Rules

Idaho defines "daycare" as care and supervision provided for compensation during any part of a 24-hour day under Idaho Code § 39-1102. That "any part" language places overnight care within the daycare framework. What does change is the supervision standard. House Bill 243 established tiered supervision requirements based on child age and activity, and sleeping children carry the strictest mandate:

• Sleeping children of all ages: The caregiver must maintain both sight and normal hearing range simultaneously. No closed doors between the caregiver and sleeping infants. This means you cannot sleep in a separate bedroom while children are in your care overnight — you must have continuous visual and auditory monitoring capability.
• Children under 5: Must be near enough to render immediate physical assistance at all times, including through the night.
• Children 5 and older: Proximity must be adjusted based on individual age, capability, and developmental needs, but sight or normal hearing range remains the baseline.

From a practical standpoint, this means your sleeping arrangement must allow you to see and hear every child in care from your monitoring position. Because the rule specifies sight and normal hearing range, do not assume that a baby monitor alone satisfies it; confirm your setup with IdahoSTARS or your Public Health District.

Points Still Apply Overnight

The points-based ratio system applies while children are in care, including overnight operating periods. Every child physically present during that period counts against your 12-point maximum. A provider caring for three infants overnight (2.0 points each = 6.0 points) still has capacity for additional children, but only up to 12.0 total points across all children in care.

Transportation Requirements

If you plan to transport children in care, confirm how the activity fits your licensing and local requirements and arrange insurance appropriate to daycare transportation.

Supervision During Transport

The off-premises supervision standard requires both sight and normal hearing range with strict visual accountability maintained continuously. Confirm that your vehicle and staffing arrangement satisfies that standard. Depending on the number and ages of children, you may need a second adult present during transport.

Insurance Implications

Standard personal auto insurance excludes commercial use. If you transport children in your personal vehicle for field trips, school pickups, or any other daycare-related travel, you need a commercial auto endorsement or a separate commercial auto policy.

Ask the insurer to confirm that the coverage explicitly includes child transport operations. Premiums vary by vehicle, driving history, coverage, and carrier; obtain a quote for your specific operation.

Vehicle Safety

Before transporting, verify Idaho's current child-passenger-restraint requirements and use appropriate car seats or booster seats based on each child's age, weight, and height. Plan for properly installed restraints for every child, either by installing multiple car seats or requiring parents to provide and install their own before transport begins.

Field Trips vs. Routine Transport

The same off-premises supervision standard and insurance questions apply whether you're running daily school pick-ups or occasional field trips to a park. The distinction matters for planning: if you only transport children for occasional outings, the cost of commercial auto insurance may not justify the benefit.
