Idaho Daycare License Processing Time — How Long Each Step Actually Takes

Most prospective Idaho home daycare providers expect the licensing process to take a few weeks. The schedule is driven by the phase ranges below: zoning can take 10–60 days, background checks 14–30 days, inspections 7–21 days, and final state review up to 60 days.

The Five Sequential Phases and Their Timelines

Idaho's licensing process runs through multiple independent agencies. Here's what each phase actually takes:

Phase 1: Local Zoning Clearance (10–60 Days)

This is the single most variable step. For a 1–6 child home daycare in Boise, the relevant local step is the self-certification form. For a 7–12 child operation in Nampa that requires a Conditional Use Permit, you're looking at a formal hearing before the Planning and Zoning Commission; the zoning phase is estimated at 10–60 days.

Always complete zoning before spending money on background checks or home modifications. If zoning is denied, every dollar you've already spent on the licensing process is lost.

Phase 2: RISE Registration and Background Checks (14–30 Days)

Once you have zoning clearance, create your RISE account through IdahoSTARS and submit background check applications for every household member age 13 and older. The DHW Background Check Unit processes most enhanced checks within 14–30 days.

Electronic fingerprinting at an authorized DHW field office is an available option; physical fingerprint cards can be mailed to the BCU. Background-check complications can extend the timeline beyond the standard 14–30-day estimate.

Phase 3: CPR/First Aid Certification (2–7 Days)

The shortest phase — but it has a scheduling dependency. Idaho requires in-person or hybrid pediatric CPR and First Aid certification (fully online courses are not accepted). Depending on when the next American Red Cross or American Heart Association session is offered in your area, you might wait a week or more for an available class.

The basic 4-hour state child development licensing training through RISE can be completed online at any time.

Phase 4: Home Inspections (7–21 Days)

Two separate inspections must be scheduled and passed:

• Fire safety inspection: Contact your local fire department or fire district directly. Scheduling windows range from 7 business days in Boise ($80 fee) to 2 weeks in Kuna ($25 fee). Rural districts may have longer wait times.
• Health district inspection: Once IdahoSTARS reviews your Phase 1–3 documents, they auto-refer your file to the local Public Health District. The health district contacts you to collect the $100 licensing fee and schedule the physical inspection. This handoff is part of the 7–21-day inspection phase.

If you fail either inspection, follow-up timing and fees vary by agency and extend the timeline. Eastern Idaho Public Health, for example, charges a $75 re-inspection fee for critical safety violations.

Phase 5: Final State Review (Up to 60 Days)

After all clearances, inspection reports, and documents are consolidated in RISE, the DHW Bureau of Facility Standards has a statutory window of up to 60 days from final submission to issue the Basic Daycare License. Use the full window when planning.

The Six-Month Abandonment Deadline

Idaho Code § 39-1104(4) enforces a strict six-month completion window. If you fail to submit all required documentation, pass all background checks, and clear both inspections within six months of your initial application date, your application is legally deemed abandoned. You must reapply and repay the associated background and inspection fees.

Submit all documents to IdahoSTARS at least 45 days before the six-month deadline to build in a buffer for processing delays.

The biggest time savings come from running steps in parallel where the process allows it. Schedule your CPR/First Aid class during the background check waiting period. Start preparing your home for inspections while zoning review is pending. Have your fire extinguishers, smoke detectors, and locked chemical cabinets in place before calling the fire department.
