Because Massachusetts splits HVAC work across multiple boards, the total cost depends on which combination of licenses your business model requires. Here is every fee you will encounter, organized by trade board.
OPSI Refrigeration Licenses

These are processed through the MyLicenseOne portal. The apprentice license is limited to two renewal cycles unless otherwise approved by the Bureau, since it is meant as a transitional credential while you accumulate hours for the technician exam.
Sheet Metal Worker Licenses

The CSL requires 10 to 12 hours of continuing education per renewal cycle — at least six hours must cover the state building code (780 CMR). HIC registration requires no CE.
A Realistic Total for a Solo Residential Installer
A one-person HVAC business doing residential heat pump and furnace work — without commercial refrigeration over ten tons — might need: a Journeyperson Sheet Metal license ($155), HIC registration ($150 plus $100 Guaranty Fund), and general liability insurance (variable, not a licensing fee). That is $405 in state fees to get started, plus biennial renewals of $80 (sheet metal) and $100 (HIC).
Add the Refrigeration Technician license if you plan to take on commercial work over ten tons: another $75 up front and $50 per renewal cycle.
