Who Needs HIC Registration in Massachusetts

Any contractor who bids on or performs work exceeding $1,000 on an existing, owner-occupied one-to-four-unit residential property must register as a Home Improvement Contractor (HIC) with the Office of Consumer Affairs and Business Regulation (OCABR). This includes HVAC contractors doing furnace replacements, heat pump installations, ductwork modifications, and system upgrades in existing homes.

New construction is exempt — the HIC requirement applies to existing residential properties. But if you are pulling mechanical permits and signing contracts with homeowners for retrofit or replacement work, you need this registration before starting.

How to Register

Paper applications are no longer accepted. Everything goes through the MA Contractor Hub at contractorhub.mass.gov. You will need your business certificate or DBA, trade name, SSN or FEIN, and proof of general liability insurance.

The process is straightforward, but the portal can be slow. Budget time for account creation and verification before you need the registration to start a job.

Fees and the Guaranty Fund

The initial HIC registration fee is $150. Registration renews every two years, and the renewal fee is $100. On top of that, you pay a mandatory contribution to the state Guaranty Fund — a consumer protection pool that covers homeowner claims against registered contractors.

The Guaranty Fund fee is scaled by company size:

• 0 to 3 employees: $100
• 4 to 10 employees: $200
• 11 to 30 employees: $300
• More than 30 employees: $500

Renewal and Lapse Consequences

HIC registration renews every two years through the same MA Contractor Hub. No continuing education is required. Start the renewal process 30 to 60 days before expiration — if your registration lapses, your ability to pull necessary municipal permits may be impacted, and you will have to re-register as a new applicant. That means paying the full registration fee plus a new Guaranty Fund contribution from scratch.

How HIC Relates to Other HVAC Licenses

HIC registration is not a trade license. It does not qualify you to perform any specific technical work. You still need the appropriate trade credentials — Sheet Metal, Gas Fitter, Electrician, or OPSI Refrigeration — depending on the physical scope of your project.

You also should not confuse HIC with the Construction Supervisor License (CSL). The CSL is an individual competency license required when a project involves structural building modifications. HIC is an administrative business registration for residential contracting. Many HVAC contractors on residential retrofit projects need both.
