EPA Section 608 Certification for Delaware HVAC Licensing

A Federal Requirement That Gates the State Application

EPA Section 608 certification under the Clean Air Act (40 CFR Part 82) is required for anyone who handles, purchases, or recovers regulated refrigerants. In Delaware, the Board's application materials identify the certification card as a prerequisite for an unrestricted Master HVACR application and for Master HVACR Restricted applications in Air Conditioning or Refrigeration; those applicants must upload a copy to DELPROS before review.

This is a federal credential, entirely separate from Delaware's state trade license. It does not expire and is valid nationwide.

Which Type You Need

EPA 608 comes in four levels:

• Type I — small appliances containing less than 5 pounds of refrigerant (window units, PTACs, domestic refrigerators)
• Type II — high-pressure systems (most residential and commercial air conditioning and heat pump equipment)
• Type III — low-pressure systems (large commercial chillers using refrigerants like R-11 or R-123)
• Universal — covers all three types

For a Delaware Master HVACR (unrestricted) application, Universal certification is the practical choice. It covers every category of equipment you will encounter, and the test is a single sitting. For Master HVACR Restricted applications in Air Conditioning or Refrigeration, Type II at minimum is required — but Universal gives you flexibility if you expand your license scope later.

How to Get Certified

EPA 608 certification exams are administered by EPA-approved testing organizations at trade schools, supply houses, and testing centers. The cost ranges from $20 to $120 depending on the provider. Some employers cover the cost as part of apprenticeship programs.

The exam is closed-book, multiple choice, and covers refrigerant types, recovery procedures, leak detection methods, safety practices, and environmental regulations. Each section (Type I, II, III) has its own passing threshold — for Universal, you pass all three sections in one sitting.

Results are typically available immediately. The testing organization issues a wallet card and may also provide a digital certificate. Keep both — applicants whose DELPROS checklist requires EPA 608 must upload a copy of the card (scan or photo), and county permitting offices occasionally ask to see it during contractor license applications.

Timing Relative to Your DELPROS Application

If your DELPROS checklist requires EPA 608, get the certification before starting the application. If you open a DELPROS application and then discover you need to schedule an EPA exam, find a testing location, take the test, and wait for the card, you are burning weeks of your six-month completion window on something that could have been handled in advance.

For apprenticeship completers, most programs include EPA 608 testing as part of the curriculum. Verify that you received your card — some apprentices complete the training but never received the physical card, and applicants whose DELPROS checklist requires EPA 608 need a copy.

For experienced technicians on the bypass pathway, EPA 608 may already be in your wallet from years ago. Confirm the card is legible and has your current name — name changes require contacting the original testing organization for an updated card.
