Delaware Plumber Bypass Exam: The 7-Year Experience Path to Master License

Who Needs the Bypass Exam

If you have been working in the plumbing trade for years but never completed a registered DOL apprenticeship, the standard path to a master plumber license is closed to you. Delaware requires either a Journeyperson Certificate from a completed apprenticeship or proof that you have accumulated at least seven years of verified experience under a licensed master plumber.

The seven-year path comes with an extra requirement that the standard path does not: you must pass the Apprenticeship Bypass Exam before the Board will authorize you to sit for the master plumber licensing exam. Bypass candidates take two exams total. Standard-path candidates take one.

Step 1: Board Approval Through DELPROS

You cannot schedule the bypass exam on your own. First, you submit a DELPROS application to the Board of Plumbing Examiners documenting your seven years of experience. This means gathering Verification of Employment forms signed by every licensed master plumber who supervised you during those years, or W-2s and written statements if a supervisor is unavailable.

The Board reviews experience applications at their monthly meetings. If your documentation is in order, they approve you for the bypass exam and notify the vocational-technical school you selected.

Step 2: Scheduling the Test

The bypass exam is administered by Delaware's approved vocational-technical schools, not by ProV (ProV handles only the master licensing exam). Your three options are:

• New Castle County VoTech — northern Delaware
• Polytech High School — central Delaware (Kent County)
• Sussex Tech — southern Delaware

Once the Board sends your approval to your chosen school, you call the school directly to schedule a testing slot. These exams are offered quarterly, so timing matters — if you miss the current window, you wait another three months.

What the Test Covers

The bypass exam is a written, open-book, multiple-choice test that evaluates foundational technical knowledge and safety procedures. You are allowed to bring NCCER plumbing curriculum guides and approved plumbing code manuals.

The passing score is 70%. Results are sent directly from the vocational school to the Board of Plumbing Examiners. You do not receive your score independently.

Step 3: The Master Exam

Once the Board verifies your passing score on the bypass exam, DPR staff transmit your registration to ProV to authorize the master plumber licensing exam. At that point, the process is identical to what standard-path candidates face: schedule with ProV, pay $100, take the three-hour computer-based exam, and pass with a 70% or higher.

The gap between passing the bypass exam and scheduling the master exam is usually one to two weeks, assuming no Board meeting delays.

The Double-Testing Reality

The bypass path is longer and more demanding than most candidates expect. Seven years of documented experience, Board review at monthly meetings, a quarterly VoTech exam, and then the master exam through ProV — each stage introduces its own timeline. If you miss a Board meeting deadline, that alone can push your whole schedule by a month.
