Delaware HVAC Verification of Employment — How to Fill Out the Form

The Form That Proves Your Experience

The Verification of Employment (VOE) form is the Board's primary way to document hands-on HVAC experience for the two-year post-apprenticeship Pathway A or seven-year supervised Pathway B. If a supervisor cannot provide it, the Board may consider alternative documentation at its discretion.

This form is the most common source of application delays. A missing or incorrect item can push your file to the next monthly Board meeting.

Who Signs the Form

The Verification of Employment form must be completed and signed by the licensed Master HVACR professional who directly supervised your work. "Directly supervised" means the person who held the active Master credential under which you performed HVAC work — not an office manager, not a company owner who does not hold a trade license, not a coworker.

Each period of employment under a different supervising Master requires a separate form. If you worked for three different companies over your career, you need three separate VOE forms, each signed by the respective supervising Master.

The signed form must be mailed directly to the Board by the supervisor — not hand-carried by the applicant. This is a verification control. The Board's mailing address is the Cannon Building, 861 Silver Lake Boulevard, Suite 203, Dover, DE 19904.

When a Supervisor Is Unavailable

This is where many applicants get stuck. Supervisors retire, move out of state, change phone numbers, or simply ignore requests. The Board has a process for this, but you need to handle it correctly.

Deceased supervisor: Submit a written statement explaining the situation, along with W-2 forms from the employment period showing wages from the supervisor's company. If the company had other officers, an employer affidavit from a company principal who can verify your employment dates and role is also acceptable.

Unreachable supervisor: Submit W-2s or other supporting tax records from the employment period, along with a detailed written statement describing your attempts to contact the supervisor and why they were unsuccessful.

Uncooperative supervisor: This happens more often than you would expect, especially when leaving a company on less-than-ideal terms. The same fallback applies — tax documentation plus a written statement. An employer or officer affidavit may also be considered, subject to the Board's discretion.

Self-employment periods: Submit IRS Schedule C forms from the relevant tax years. These show you were operating as a self-employed HVAC contractor, which the Board may credit toward your experience requirement depending on the circumstances.

All alternative documentation is accepted at the Board's discretion. There is no guaranteed approval — the Board evaluates each submission individually. Proactively submitting thorough fallback documentation is significantly faster than waiting for the Board to request it after reviewing an incomplete file.

Timing the Verification of Employment

The DELPROS application has a six-month completion window. VOE forms are the document most likely to blow that deadline, because you depend on a third party to act.

Contact every former supervising Master before you open the DELPROS application. Explain what the form requires, provide them with the form and a pre-addressed envelope, and confirm they are willing and able to complete it. If any supervisor is unresponsive, start preparing your fallback documentation immediately — do not wait until the six-month clock is running down.

For Pathway B applicants documenting seven years of experience, this process is especially critical. Seven years often means three to five different supervisors, each requiring a separate form. Getting all of them to act within six months is the primary logistical challenge of the application.
