Two Audit Tiers, Very Different Odds

The Board of Plumbing, Heating, Ventilation, Air Conditioning and Refrigeration Examiners runs two separate CE audit programs, and the difference in how they apply determines your risk level.

Timely renewals: 5% of all on-time renewal submissions are randomly selected for a continuing education documentation audit. The selection is automatic — it is not triggered by anything in your file or history. If you are not selected, you are not asked for audit documentation as part of that random selection.

Late renewals: 100% audit rate. Every single renewal submitted after the October 31 even-year deadline is automatically audited for CE compliance. There is no randomness — if you are late, you are audited.

This creates a steep penalty gradient. Filing one day late moves you from a 5% chance of being asked to prove your CE hours to a 100% certainty.

What Happens During an Audit

If selected, the Board notifies you that you must submit documentation proving completion of the five required CE hours for a single HVACR license:

• 3 hours in current mechanical code changes
• 1 hour in safety
• 1 hour in the Energy Code

Keep completion certificates and other supporting records for all five hours claimed. If selected, you must provide documentation to the Board by its stated deadline.

The Board sets a deadline for submitting your audit documentation. If you cannot produce acceptable proof for all five hours by that deadline, the audit may identify a CE deficiency.

Why the Audit Catches People Off Guard

Many online resources — including some national test-prep companies — still incorrectly state that Delaware does not require continuing education for HVACR license renewals. This outdated information leads some licensees to skip CE entirely, renew on time, and roll the dice on the 5% random audit.

The problem: if you are in that 5% and cannot produce certificates, do not rely on the audit as extra time to complete missing hours. Have the required hours completed before the renewal.

For late filers, the situation is worse. If you delayed your renewal specifically because you had not finished CE, the mandatory audit will confirm that — and you face both the late fees and the CE deficiency consequences simultaneously.

How to Audit-Proof Your Renewal

Complete your hours early in the cycle. The two-year renewal window gives you 24 months to accumulate five hours of approved CE. Waiting until the final weeks creates unnecessary risk.

Keep certificates in a dedicated file. Physical or digital — retain the records so you can provide them if audited. Keep supporting information with each certificate, including the approved provider, course title, and credit hours.

Verify your DELPROS CE tracker. The tracker shows what the Board has on record for your account. Check it before submitting your renewal to confirm all required hours are recorded. If any hours are missing, contact the provider and the Board for instructions on getting them recorded.

Never self-certify hours you have not completed. Certify only completed CE and keep supporting records for the audit process.

The Dual-License Wrinkle

If you hold both a Plumbing license and an HVACR license, your CE requirement is six hours instead of five, and the three-hour code changes segment alternates topics each cycle. Keep records for both licenses and follow the Board's current instructions for documenting the combined requirement.
