Delaware Plumber License Renewal: The New 5-Hour CE Rule for 2026

A Major Change Is Coming in October 2026

For years, licensed plumbers in Delaware had no continuing education requirement for renewal. That era is over. The Board of Plumbing Examiners updated its regulations effective March 11, 2025, and the new CE rules take full effect for the biennial renewal cycle ending October 31, 2026.

If you hold an active master plumber license in Delaware, you must now complete five hours of Board-approved continuing education before your next renewal — or risk losing your license.

The 5-Hour CE Breakdown

The Board does not let you choose any five hours of random coursework. The mandatory distribution is:

Dual-licensee exception: If you hold both a master plumber license and a master HVACR license, your total requirement increases to six hours. The extra hour must cover Energy Code compliance, bringing the combined breakdown to three hours of code changes, one hour of safety, one hour of cross-connection, and one hour of Energy Code.

Approved CE Providers

The Board maintains a list of approved CE providers, and only courses from these providers count toward your renewal requirement. Before enrolling in any CE course, verify that the provider and specific course are Board-approved.

Common sources of approved CE in Delaware include trade association chapters (PHCC, ABC), vocational-technical school adult education divisions, and national online CE providers that carry Delaware Board approval. Not every online CE company that claims Delaware coverage has actual Board approval — check before you pay.

The Renewal Deadline

Delaware plumber licenses expire on October 31 of even-numbered years. The next renewal deadline is October 31, 2026 — the first cycle where CE compliance is mandatory.

Renewal is processed through the DELPROS portal. You do not receive a new physical license card — the portal updates your license status electronically.

The Random Audit

Here is the detail that should change how you approach CE recordkeeping: the Board randomly audits 5% of on-time renewals for CE compliance. If you are selected, you must submit electronic certificates of completion within a defined window.

But the real enforcement mechanism is on late renewals. If you submit your renewal after the October 31 deadline, you are audited at a 100% rate. Every single late renewal gets a CE compliance check. No exceptions.

This means renewing on time is not just about avoiding a lapse — it dramatically reduces your chances of being audited. And if you are audited without proper CE certificates, the Board can suspend or decline your renewal.

How to Track Your CE Hours

What Happens If You Miss the Deadline

If your license lapses because you missed the renewal deadline or failed a CE audit, you enter a reinstatement process that typically requires completing all outstanding CE, paying a late fee, and petitioning the Board.
