DC BBL Deficiency Notice: How to Fix Common Application Errors
What a Deficiency Notice Means
When DLCP reviews your Basic Business License application and finds a problem with your documentation, they issue a formal Deficiency Notice through the BOSS portal. The notice pauses your application review until you upload corrected documents. It doesn't mean your application is denied — it means something needs to be fixed before review can continue.
The problem is timing. Once a deficiency notice is issued, your application goes back to the end of the review queue after you submit corrections. Each round of corrections typically adds two to three weeks to your processing timeline. An application that should take one to two weeks can stretch to six or eight if multiple deficiency rounds stack up.
The Most Common Deficiency Causes
Based on DLCP's own licensing division reports and the patterns described in their performance oversight testimony, these are the issues that trigger the most deficiency notices for contractor applications:
Wrong Certificate Holder on the COI
Your Certificate of Insurance must name the certificate holder as: "Department of Licensing and Consumer Protection, 1100 4th Street, SW, Washington, DC 20024." The exact text matters. Common mistakes:
- Listing "DCRA" (the old agency name, renamed to DLCP)
- Using a different DC agency name
- Abbreviating the address
- Using a PO Box instead of the physical business address
Your insurance agent needs to reissue the certificate with the correct holder text. Make sure to review it before uploading — don't assume your agent got it right, especially if they're not familiar with DC-specific requirements.
Mismatched Business Names
If you registered a trade name (DBA) with DLCP but submitted a COI listing only your personal legal name, the system flags a mismatch. The corporate or trade name and physical business address on the COI must match the BBL application exactly.
Expired Police Background Check
DC-resident Home Improvement Contractor applicants must submit a criminal history report (Form PD-70) dated within 30 days of their BBL submission date. Non-residents need an equivalent certified report from the police department in their home jurisdiction. If you need to resubmit the BBL and the report is outside that 30-day window, get a fresh report; DC residents pay MPD's $7 fee.
Contract Template Missing Required Clauses
HIC applicants who submit sample contracts without the mandatory "Buyer's Right to Cancel" clause get flagged immediately. The clause must specifically grant homeowners the right to cancel before midnight of the third business day after signing, and must include a physical address for cancellation notices. A contract that meets every other requirement but omits this clause — or leaves the cancellation address blank — triggers a deficiency notice.
A.M. Best Rating Failure
Your CGL insurer must carry an A.M. Best financial strength rating of B+ or higher. If DLCP's review finds the carrier isn't rated or doesn't meet the threshold, the entire insurance submission is rejected. This one requires switching carriers, not just reformatting a document — which is why it tends to cause the longest delays.
How to Fix a Deficiency Notice
- Log into your BOSS dashboard and locate the deficiency notice under your application
- Read the specific deficiency cited — the notice identifies which document or data field failed
- Prepare corrected documentation (new COI, fresh PD-70, updated contracts)
- Upload the corrected files through the BOSS portal
- The application re-enters the review queue
A deficiency notice is handled through correction rather than a formal denial appeal. Fix the cited issue and resubmit.

How to Avoid Deficiencies in the First Place
Before you hit submit, run through every document against DLCP's requirements. Verify the certificate holder text is exact. Confirm your insurer's A.M. Best rating. Check that the business name and address on your COI match your application. Make sure your PD-70 is dated within 30 days of the BBL submission.
