If you're a licensed plumber in Minnesota, Illinois, Michigan, or any other state looking to work in Wisconsin, the first thing you need to know is that Wisconsin does not have blanket reciprocity agreements with neighboring states. You cannot simply transfer your out-of-state license.

Why Wisconsin Doesn't Offer Reciprocity

While most states adopt a version of the International Plumbing Code (IPC) or Uniform Plumbing Code (UPC), Wisconsin maintains its own state-specific code under Chapters SPS 381 through 387. 3. Pass the Wisconsin exam: Out-of-state applicants take the same Pearson VUE exam as everyone else — the journeyman exam (two parts, six hours) or the master exam (two parts, eight hours), covering Wisconsin-specific code.

4. Pay all standard fees: Application fees, exam fees, and licensing fees are the same as for in-state candidates.

Minnesota to Wisconsin

Illinois to Wisconsin

Illinois plumbers face the same requirements. Even though Chicago-area plumbers frequently work near the Wisconsin border, Illinois documentation is accepted for review and the Wisconsin exam is required.

Michigan to Wisconsin

Michigan applicants likewise submit their credentials for review and complete the Wisconsin exam.

Military Experience

Wisconsin does offer one accommodation under Statute Section 440.075. Veterans can apply their military plumbing instruction, training, and field experience toward trade licenses. This requires submitting Form 2996 (Veteran Request Application Addendum) alongside your Joint Services Transcript (JST). The credentialing board reviews military curricula on a case-by-case basis to determine if the training is "substantially equivalent" to Wisconsin's civilian standards.

This isn't an automatic credit — it's a review process. It may reduce the civilian apprenticeship requirement for veterans with documented military plumbing training, subject to the board's equivalency review.

Timeline Expectations
