Washington NEC Code Update: What HVAC Technicians Need to Know

Washington is transitioning to the 2026 edition of the National Electrical Code, and the switch date matters for every HVAC technician who pulls permits, takes licensing exams, or performs electrical work on heating and cooling equipment. L&I is conducting rulemaking to adopt the 2026 NEC, with the transition scheduled for December 31, 2026.

What's Changing

After December 31, 2026, all L&I electrical inspections, permit applications, and licensing exams will reference the 2026 NEC edition. The current 2023 NEC — which Washington adopted after transitioning from the 2020 edition — will no longer be the governing standard.

For HVAC technicians holding 06A or 06B specialty electrical certificates, the transition affects three areas:

Inspections: Any electrical work on HVAC equipment inspected after the transition date must comply with the 2026 NEC. This includes disconnect installations, circuit terminations, control wiring, and any line-voltage connections to condensers, heat pumps, or air handlers. If you pull a permit before the transition but the final inspection falls after December 31, 2026, check with L&I on which edition applies to your project — transition periods can create gray areas.

Licensing exams: The NEC & Theory section of the PSI licensing exam will reference the 2026 NEC after the transition. If you're planning to take your 06A or 06B exam, the timing of your test relative to the transition date determines which edition you need to study. Taking the exam before December 31, 2026 means you study the 2023 NEC. After that date, you need the 2026 edition.

Continuing education: The 8-hour NEC Code Updates requirement for specialty electrical license renewal will shift to cover 2026 NEC changes. CE providers will update their course catalogs around the transition date. If you're renewing soon, make sure your NEC update course covers the edition that L&I currently enforces at the time of your renewal.

What the Transition Changes for HVAC Work

L&I's adoption rulemaking will replace the 2023 NEC with the 2026 edition on December 31, 2026. After that date, licenses, exams, and inspections are graded against the 2026 NEC. Use the official 2026 NEC and L&I's electrical laws, rules, and policies for the adopted text — including whatever the 2026 edition and Washington amendments actually change for HVAC disconnecting means, equipment connections, and related circuits.

How to Prepare

If you're an active 06A or 06B electrician, the most practical step is to schedule your NEC Code Updates continuing education course after the transition takes effect so it covers the 2026 changes. This way, you're learning the new code at the same time it becomes enforceable, and the CE hours count toward your renewal requirement.

If you're a trainee planning to sit for the exam, consider the timing carefully. Taking the 06A or 06B exam before December 31, 2026, lets you study and test on the 2023 NEC, which you've been working under for your entire training period. Waiting until after the transition means buying a new code book and learning the delta between editions — manageable, but an extra step.

For your open-book exam, remember that you can bring an original, bound copy of the NEC into the testing center, but not loose-leaf printouts or annotated digital versions. If you're testing on the 2026 NEC, you'll need the physical 2026 code book.
