Texas Daycare Subsidy Provider Enrollment: TWC, CCS, and KinderConnect

The Subsidy System in Brief

The Texas Workforce Commission (TWC) administers Child Care Services (CCS) — the state's subsidy program that pays for child care for eligible families. When you enroll as a CCS provider, families with subsidized scholarships can place their children with you, and CCS reimburses you under the contract with your local Workforce Solutions board.

For home daycare providers, CCS enrollment fills a specific business need: guaranteed payment for slots that private-pay marketing alone might leave empty, especially in areas with high demand for subsidized care. The trade-off is additional compliance requirements beyond what your HHSC permit demands.

Enrollment Steps

The path from HHSC-permitted provider to active CCS participant has five sequential steps:

Step 1: Contact your local Workforce Solutions board. Texas has 28 Local Workforce Development Boards, each managing CCS contracts in their region. You submit a new provider inquiry to the board covering your area. They'll verify that you hold a valid HHSC permit — a listing, registration, or license.

Step 2: Execute a CCS contract. The Workforce Solutions board provides the contract paperwork. By signing, you agree to TWC's payment schedules, reimbursement rules, record-keeping requirements, and parent copay collection mandates. The contract spells out what you'll be paid and when, and what compliance you must maintain.

Step 3: Enter Texas Rising Star. Upon signing your CCS contract, you automatically receive a Texas Rising Star (TRS) entry-level designation. This starts a 24-month clock — within that window, you must achieve formal star-level certification (Two-Star, Three-Star, or Four-Star) to continue receiving subsidized children.

Step 4: Set up KinderConnect. KinderConnect (or the newer TX3C Attendance system, depending on your board's transition timeline) is the electronic attendance tracking system. Parents check their children in and out digitally, creating the attendance records that determine your reimbursement. Your Workforce Solutions board provides training on the system during onboarding.

Step 5: Achieve star certification. A TRS assessor evaluates your operation across multiple quality dimensions — caregiver qualifications, training hours, lesson planning, indoor and outdoor learning environments, and child-caregiver interactions. The assessment determines your star level, which in turn affects your reimbursement rate.

How Reimbursement Rates Work

TWC sets maximum reimbursement rates based on an annual Market Rate Survey and a Cost of Quality Report. The rates are calculated at the 75th percentile of local market rates — meaning they're set to match what 75% of providers in your area charge for private-pay care.

There's a catch: TWC pays the lower of their maximum rate or your own published private-pay tuition rate. If you set your tuition below the TWC maximum, you'll receive your tuition rate, not the higher TWC rate. This creates a strategic pricing decision — setting your private-pay rate at or above the TWC maximum ensures you receive the full subsidy reimbursement for CCS children.

Reimbursement rates vary by:

• Age of child (infant care reimburses at higher rates than school-age care)
• Type of care (full-time vs. part-time vs. before/after school)
• Provider quality level (higher TRS star ratings earn enhanced reimbursement)
• Geographic region (rates differ across the 28 workforce development areas)

Payments are attendance-based, not enrollment-based. If a child is absent, the reimbursement for that day may be reduced or eliminated depending on the absence type and the board's specific rules. Texas Rising Star Requirements for Home Providers

TRS certification isn't a rubber stamp. The assessment evaluates your operation against specific quality criteria that go beyond minimum licensing standards:

Caregiver qualifications. TRS evaluates caregiver qualifications against its quality standards; the 24-hour HHSC pre-service minimum is not the entire TRS assessment.

Training hours. TRS expects training hours above the state minimum, focused on specific topic areas aligned with the program's quality framework.

Learning environment. Assessors evaluate the physical environment for age-appropriate materials, activity centers, and learning opportunities. A home that meets Chapter 747 minimum standards but has minimal educational materials may score below certification thresholds.

Caregiver-child interactions. Assessors observe how you engage with children — responsiveness, language stimulation, instructional support, and emotional climate. This observational component carries significant weight in the scoring.

The 24-month window from entry-level to certified is workable, but it requires intentional preparation. Providers who wait until month 20 to start working toward certification often find they can't close the gaps in time.

Is Subsidy Enrollment Worth It?

For many home providers, the answer depends on local demand. In areas where subsidized families make up a large share of the child care market, CCS enrollment can mean the difference between running at 60% capacity and maintaining a waitlist. In higher-income areas with strong private-pay demand, the additional compliance overhead may not justify the enrollment.

The financial question is straightforward: will the reimbursement revenue from CCS families, minus the compliance costs of TRS participation, exceed what you'd earn from the private-pay families those slots would otherwise serve?
