Tennessee Home Improvement Contractor License
Tennessee's Home Improvement (HI) license is a county-level credential required for residential remodeling, repair, and improvement projects valued between $3,000 and $24,999 — but only in the nine counties that have adopted the Home Improvement License law. If you operate outside those counties, or your projects are under $3,000, this credential does not apply to you.
The Nine Counties
The Home Improvement license is required in:
- Bradley
- Davidson (Nashville)
- Hamilton (Chattanooga)
- Haywood
- Knox (Knoxville)
- Marion
- Robertson
- Rutherford (Murfreesboro)
- Shelby (Memphis)
In every other Tennessee county, there is no state-mandated license for residential remodeling work under $25,000. Local municipalities may still require business licenses or permits, but the HI credential itself is county-specific.
Who Needs It
The HI license covers contractors performing residential remodeling, renovations, repairs, and improvements when the contract or project value falls between $3,000 and $24,999. Below $3,000, no HI license is required. At $25,000 or above, you need a full state contractor license from the Board for Licensing Contractors — the HI credential does not authorize work at that level.
A standard state contractor license does not substitute for the HI credential for residential remodeling projects between $3,000 and $24,999 in the nine adopting counties. The HI license fills the gap for smaller operators who work exclusively on residential projects below the state licensing threshold.
Requirements
The Home Improvement license requires:
- A $10,000 surety bond
- Proof of general liability insurance
- Registration with the county clerk in the county where you will work
- A clean background — the Board reviews criminal history and prior consumer complaints
There is no trade exam or Business and Law exam for the HI license. This makes it the simplest entry point for residential remodelers who are not yet ready for the full state licensing process.

Most contractors hit this decision point when a customer asks them to take on an addition, a structural renovation, or any project that pushes past $25,000. At that point, continuing under the HI license is not a legal option — you need the full state license.
