Tennessee Daycare Staff to Child Ratio
Tennessee home daycares do not use the same ratio system as child care centers. Centers assign fixed ratios by classroom — 1:4 for infants, 1:6 for young toddlers, 1:9 for preschoolers. Home-based providers operate on a capacity model where the total group size and the age mix determine how many adults must be present.
Family Child Care Home Ratios
A family child care home licenses for 5 to 7 unrelated children. One caregiver can manage the full group of 7, subject to one critical constraint: no more than 4 children may be under age 2 when a single adult is present.
If 5 or more children under age 2 are in your care at the same time, a second adult must be on-site for a group of 7 or fewer; with more than 7 children total and 5 or more under age 2, 3 educators are required.
Your own children under age 9 count toward the total capacity and the adult-to-child ratios. The absolute maximum — including related children — is 12, achieved by adding up to 5 of the provider's own children to the 7 unrelated slots. When related children bring the total above 7, the ratio chart requires additional educators based on the age mix.

Group Child Care Home Ratios
Group child care homes license for 8 to 12 unrelated children, with up to 3 additional school-age children during non-traditional hours (total cap of 15).

The Youngest-Child Rule
When children of different ages are grouped together, Tennessee applies the supervision requirements of the youngest child present to the entire group. If you have 3 infants and 4 preschoolers in one room, the infant supervision standard — including the 15-minute safe sleep checks and stricter observation frequency — applies to everyone.
This rule makes age-mix planning essential. Accepting one additional infant can trigger a second-caregiver requirement that changes your entire staffing cost structure.

How Capacity Interacts with Space
Even if your staffing allows for a full group, your licensed capacity is also limited by usable indoor play space. TDHS requires 30 square feet per child (excluding kitchens, bathrooms, hallways, and area occupied by cribs). A home with 210 square feet of usable play space maxes out at 7 children regardless of how many caregivers are available.
Outdoor space adds another constraint: 50 square feet of fenced play area per child using the yard at any one time.
Substitute Caregiver Requirements
When the primary educator is absent, a substitute aged 18 or older must be present to maintain the required ratio. Substitutes who work more than 36 hours in a calendar year must undergo the same five-source background check as full-time staff.
Field Trip Ratios
During off-site activities, the standard ratio must be increased by one additional adult. If you normally operate solo with 7 children, you need a second adult for any field trip.
