Renewal Cycles Vary by City

Since South Dakota doesn't issue a statewide HVAC license, there's no single renewal process. Each city that licenses mechanical contractors sets its own cycle, fees, and continuing education requirements. If you hold licenses in multiple cities, you're managing independent renewal calendars.

Here's how the major markets handle renewals.

Sioux Falls: Biennial Renewal, No CE

Cycle: Every two years

Fee: $200

Continuing education: None mandated. Sioux Falls doesn't require CE hours for mechanical contractor license renewal.

Grace period: If you let the license lapse, you have 12 months before the city requires you to retake the Master Mechanic exam. During that grace period, you can reinstate by paying the renewal fee and any applicable late penalties — but you cannot pull permits while the license is lapsed.

Inactive status option: If you've passed the Master Mechanic exam but aren't actively contracting, you can maintain an Inactive Master Mechanic status for $20 per biennial cycle. This preserves your exam credential indefinitely and lets you reactivate to a full contractor license without retesting, as long as you keep the inactive registration current.

This inactive option is useful if you're temporarily working as a W-2 employee, taking time off, or waiting to launch a business. Letting the inactive registration lapse forces you back to the exam.

Rapid City: Triennial Renewal With CE

Cycle: Every three years

Fee: $80 for contractor renewals

Continuing education: Six hours of approved CE per three-year cycle. This is a hard requirement — your renewal application will be rejected without documented CE hours.

Approved providers: Check with the Rapid City Building Services Division for the current list of approved CE providers. Courses must cover code updates, safety practices, or trade-relevant technical content.

All tiers renew on three-year cycles:

• Apprentice: $25
• Installer: $40
• Contractor: $80

If you hold a gas fitting credential in Rapid City, that renews on its own three-year cycle with its own fees.

Aberdeen: Triennial Residential Builder Renewal

Cycle: Every three years

Fee: $150

Continuing education: None mandated

Since Aberdeen doesn't have a separate mechanical contractor license, HVAC contractors working on residential projects renew under the residential building contractor category. Commercial HVAC contractors don't hold a local license to renew — they just maintain their state excise tax registration and insurance.

Brookings: No Mechanical License to Renew

Brookings doesn't license mechanical contractors, so there's no renewal obligation. Your responsibility is limited to keeping your state CET license active and meeting permit requirements on a per-project basis.

State-Level Renewals (Apply Everywhere)

Regardless of which cities you hold licenses in, two state-level renewals run on their own schedules:

Contractor's Excise Tax license: The CET license itself doesn't expire through a renewal cycle, but you must file excise tax returns monthly or quarterly (by the 20th for paper, 25th for electronic filings). Falling behind on filings can trigger enforcement action and jeopardize your ability to pull permits.

LLC annual report: The South Dakota Secretary of State requires a $55 annual report filed in the anniversary month of your LLC formation. Missing it can put the entity out of active standing, so keep it current before relying on licenses and bonds tied to that business name.

Managing Multiple Renewal Calendars

Working across South Dakota cities means tracking independent cycles that don't align. A practical approach:

1. Set calendar reminders 90 days before each renewal date — this gives you time to complete CE (Rapid City), secure updated insurance certificates, and gather documentation
2. Verify your compliance bond is current (Sioux Falls) before renewal — an expired bond will hold up the renewal even if your fee is paid
3. Confirm your state CET filings are current — some cities verify state compliance during the local renewal process
