South Carolina Does Not Offer Automatic Reciprocity

If you hold an HVAC license in another state and assume it will transfer to South Carolina with minimal paperwork, the actual process will surprise you. South Carolina does not offer blanket reciprocity. What it does offer is a technical trade exam waiver — meaning you may skip the PSI trade exam, but everything else in the licensing process still applies.

The distinction matters because contractors relocating from neighboring states routinely expect a simple license transfer and are caught off guard by the remaining requirements.

Which States Qualify for the Trade Exam Waiver

South Carolina recognizes trade exams from specific states, and the list differs between the two licensing boards:

Commercial Mechanical Contractor (CLB): Alabama, Georgia, Louisiana, Mississippi, North Carolina, Ohio, Tennessee, Texas, and Utah

Residential HVAC Specialty (RBC): Alabama, Mississippi, and North Carolina

Your home state license must meet three conditions: it must be active and in good standing, you must have held it for at least one year, and it must have been obtained by passing a state-administered trade examination. Licenses obtained through grandfather clauses, waivers, or experience-only pathways typically do not qualify.

What's Still Required — Even With the Waiver

The trade exam waiver eliminates one test. It does not eliminate the rest of the licensing process:

You must still pass the South Carolina Business Management and Law exam. This is non-negotiable for both residential and commercial applicants. The exam covers South Carolina construction law, contract law, and business management — material that is state-specific and cannot be waived based on another state's credentials.

You must still submit a formal Verification of Licensure from your home state licensing board. This must come directly from the board — self-reported license numbers are not accepted. The verification confirms your license status, how it was obtained, and any disciplinary history.

You must still meet all financial requirements. Commercial applicants must qualify for a financial group (net worth, working capital, or surety bond). Residential applicants must submit a personal credit report and, if applicable, a $10,000 surety bond.

You must still register your business entity with the South Carolina Secretary of State if operating as an LLC or corporation ($125 filing fee), obtain a federal EIN, and secure local business licenses in each municipality where you operate.

The Application Process for Out-of-State Contractors

1. Request your home state board to send the Verification of Licensure directly to SC LLR
2. Register for and pass the South Carolina Business Management and Law exam through PSI
3. Prepare your financial documentation (commercial: CPA statement or surety bond; residential: credit report and bond)
4. Register your business entity with the SC Secretary of State if needed
5. Submit your complete application to either the CLB (Doc 165, $350) or RBC ($135 application fee, plus the $220 license fee after the required law exam)

The timeline depends heavily on how quickly your home state processes the verification request. Some states send it within a week; others take four to six weeks. Start that request first — it is the longest lead-time item in the process.

States Not on the List

If your home state is not on the reciprocal list, you must take both the trade exam and the law exam — the full testing curriculum with no waivers. This applies to contractors from states like Florida, Virginia, New York, and all states not explicitly named above. Your existing license and experience still satisfy the experience requirements for the application, but the exams cannot be bypassed.
