What Rapid City Licenses

Rapid City Building Services Division regulates construction through two general contractor classifications:

Like every other city in South Dakota, Rapid City operates independently from the state when it comes to general contractor licensing. Your state CET tax number is a prerequisite, but it's not a substitute — you need the city's own license to pull building permits within Rapid City.

The Pearson VUE National Exam

Rapid City's exam requirement is notably different from other South Dakota cities. Instead of a city-specific handbook exam (like Sioux Falls and Aberdeen use), Rapid City requires the National Standard General Building Contractor Exam administered through Pearson VUE.

The exam is based on the 2018 International Building Code (IBC) and International Residential Code (IRC). This is a nationally recognized test, which means:

• Study materials are more widely available than city-specific handbooks
• The content covers standardized building practices rather than local amendments
• If you've taken similar IBC/IRC-based exams in other states, the format will be familiar

The exam fee is $115, paid directly to Pearson VUE. You schedule the exam through Pearson VUE's testing network; confirm available locations when booking.

The qualifying individual must pass the exam before the city will issue the contractor license. This is typically the company owner or a designated supervisor who will be responsible for construction compliance on the company's projects.

Insurance Requirements

Rapid City's insurance requirements are the highest among South Dakota's major cities:

The certificate of insurance must name the City of Rapid City as the certificate holder. Your insurance broker will need the city's exact legal name and address for the certificate — using a shortened version or the wrong entity name will get your application returned.

For comparison, Sioux Falls requires only $300,000 in general liability, and Aberdeen requires $300,000 per occurrence. If you plan to operate in both cities, buy a policy that meets Rapid City's $1,000,000 threshold and have your broker issue separate certificates for each municipality.

No Compliance Bond Required

Unlike Sioux Falls, which mandates a $20,000 compliance bond, Rapid City does not require a municipal compliance bond for standard building contractors. This is a meaningful cost difference — the surety premium on Sioux Falls' bond is reported in a roughly $100–$600 annual range.

However, public works projects in Rapid City (and across South Dakota) may require separate performance and payment bonds under the state's Little Miller Act. Those are project-specific obligations, not licensing requirements.

Fees and Renewal

• Initial application fee: $200
• Triennial renewal: $100

All licenses run on a triennial cycle. Renewal requires updated insurance certificates meeting the current minimums. If your insurance lapses between renewals, your license becomes inactive until coverage is restored and documented with the building department.

The Application Process

For established contractors, it's a standard commercial policy — but for a sole proprietor just launching, the jump from a $300,000 policy (Sioux Falls minimum) to $1,000,000 (Rapid City minimum) can add several hundred dollars per year to overhead.

Neither city's license transfers to the other. Operating in both Sioux Falls and Rapid City means two separate licenses, two exams, two sets of insurance certificates, and two renewal cycles.
