What PRPIL Is

The Performance Review Program for Initial Licensure (PRPIL) is the alternative path from a Provisional License to an Initial License for career changers who entered teaching without completing a traditional educator preparation program. Instead of going back to school, PRPIL evaluates your actual classroom performance.

Administered by Etio (formerly Class Measures), PRPIL replaces the student-teaching and EPP requirements that traditional-route candidates complete through a university. The program takes approximately six months and results in an endorsement for an Initial License submitted directly to DESE.

Eligibility Requirements

To apply for PRPIL, you must meet all of the following:

• Hold an active Massachusetts Provisional License (not expired)
• Have completed three full years of teaching as the teacher-of-record under that Provisional License
• Be currently employed in a Massachusetts public school or approved educational setting
• Have earned the Sheltered English Immersion (SEI) endorsement if you teach core academic subjects

The three-year requirement means you can't apply during your first or second year of teaching, regardless of how strong your classroom performance is. The clock counts teaching years, not calendar years.

PRPIL doesn't cover every license field. It excludes fields including Early Childhood, Elementary, and Moderate Disabilities. Check the current eligibility list on the Etio PRPIL website before relying on this route — if your field isn't eligible, you'll need to complete a traditional EPP instead.

The Process

Once accepted into PRPIL, an assigned instructional consultant reviews your classroom practice over a six-month period. The evaluation uses the CLASS Measures framework, which assesses three broad domains: emotional support, classroom organization, and instructional support.

The consultant doesn't coach you or redesign your teaching — they observe and evaluate your existing practice against rubric-based standards. You'll compile a portfolio of evidence demonstrating your competence in the Professional Standards for Teachers.

If you pass the review, Etio submits an endorsement to DESE on your behalf. You then apply for the Initial License through ELAR with the standard $100 fee.

If you don't pass, you can reapply for a subsequent review cycle, though additional fees apply. The Provisional License's five-year employment clock continues running during this process, so a failed first attempt creates real time pressure.

Cost

The PRPIL program fee is $2,500, payable in installments. Massachusetts Teachers Association (MTA) members receive a $100 discount, bringing the total to $2,400.

This fee covers the full six-month review, including the assigned instructional consultant and the portfolio evaluation. Budget separately for the standard ELAR application fee when you apply for the Initial License after completing the program.

Compare this to traditional EPP costs: university-based programs run $15,000 to $55,000. PRPIL costs less than a single college course at many Massachusetts universities.

When to Apply

Timing matters. You can apply to PRPIL as soon as you've completed your third year of teaching under the Provisional License, but you should apply early in your fourth year at the latest. The program takes six months to complete, and you need time to apply for the Initial License before your Provisional expires.

Since the Provisional License runs for five years of active employment and cannot be extended, a career changer who waits until year four to start PRPIL leaves almost no margin for a failed review or processing delays.
