Ohio Electrical Contractor License: OCILB Requirements and 2025 Registration Mandate

State Licensing Through the OCILB

Electrical contracting in Ohio falls under the Ohio Construction Industry Licensing Board (OCILB), one of five commercial specialty trades regulated at the state level under ORC Chapter 4740. If you're performing electrical installation, alteration, or repair work on commercial structures subject to the Ohio Building Code, you need an OCILB master license.

The application requires five years of verified electrical experience documented through W-2 forms, Schedule C filings, or Schedule K-1 documents, plus supplementary evidence like a journeyman card, an apprenticeship completion certificate from an Ohio-approved program or the U.S. Department of Labor, or 40 hours of approved CE within the past year. You'll also need BCI/FBI fingerprint background checks (valid for one year) and a $25 application fee.

Once approved by the board, you sit for two PSI-administered exams: one trade-specific and one business and law. Both require a 70% passing score. The combined session fee is $100 ($69 each if taken separately). After passing, you submit proof of at least $500,000 in general liability insurance and a $25 licensing fee.

The 2025 Annual Registration Mandate

Starting January 1, 2025, all electrical contractors in Ohio — commercial, residential, and those performing specialized work like temporary electric poles or electric-to-septic hookups — must register annually with the OCILB. This is a separate requirement from the master license itself. The annual registration fee is $120.

This mandate closed a gap in Ohio's regulatory framework. Previously, residential-only electrical contractors could operate under local permits without any state-level credential. Now the OCILB tracks every electrical contractor in the state, regardless of project type.

Continuing Education for Electrical Licensees

Electrical license renewals carry stricter CE requirements than other OCILB trades. The general requirement is 8 hours per year (or 24 for triennial renewals), but at least half of those hours must be code-focused courses. Self-paced online courses are capped at 4 hours per year.

The annual renewal fee is $60, processed through the elicense4.com.ohio.gov portal.

Local Registration Still Applies

An OCILB electrical license exempts you from local technical exams, but it does not exempt you from registering with the building department of every municipality where you pull permits. Each city requires its own administrative registration, fees, and proof of insurance. Columbus charges $350/year, Cleveland charges $150 initially ($120 for renewals), and Cincinnati charges $131.25.
