What the Pre-Licensing Workshop Is

Before you can apply for a Family Child Care Home (FCCH) license in North Carolina, the DCDEE requires you to attend a one-day Family Child Care Home Pre-Licensing Workshop. This isn't optional and it isn't a formality — the completion certificate is a mandatory attachment for your final license application packet. No certificate, no application.

The workshop covers the fundamentals of operating a licensed home daycare in North Carolina: state administrative rules under 10A NCAC 09 .1700, health and safety requirements, capacity options, record-keeping expectations, and what the DCDEE consultant looks for during inspections.

How to Register

You register through your local Child Care Resource and Referral (CCR&R) agency, not directly through the DCDEE. North Carolina has regional CCR&R offices that serve different counties — find yours on the DCDEE website or by calling the statewide referral line.

Registration fees typically range from $22 to $75, depending on the CCR&R hosting the workshop. Some agencies offer virtual options, though availability varies. The workshop is usually a single full day, roughly 6 to 8 hours.

Spots can fill up, especially in metro areas like Wake, Mecklenburg, and Guilford counties. Register as soon as you've confirmed your zoning is clear — there's no reason to delay this step once you know your address can support a home daycare.

What Happens After the Workshop

Two things happen once you complete the workshop:

You get your completion certificate. Keep the original. You'll submit it with your application packet when you're ready to apply. It's non-transferable — another person can't complete the workshop on your behalf.

DCDEE assigns you a Lead Child Care Consultant. This is the person who becomes your main point of contact for the rest of the licensing process. They answer questions about your specific home setup, schedule your pre-licensing inspection, and review your application for completeness.

Building a working relationship with your consultant matters. Your consultant will specify the timeline for correcting deficiencies found during inspection and remains your point of contact through the licensing process.

Where It Fits in the Process

The workshop should come after your zoning confirmation but before you start spending on background checks and home modifications. The sequence matters because:

1. Zoning first — no point attending a workshop if your city won't permit a home daycare
2. Workshop second — you'll understand what modifications your home actually needs
3. Background checks and home prep third — now you're spending money with a clear picture of requirements
4. Application submission last — with all certificates, clearances, and documents assembled

Attending the workshop before confirming zoning wastes $22 to $75 if zoning says no. Skipping the workshop and jumping straight to background checks and modifications wastes far more if you don't understand the actual standards your home needs to meet.
